<br />Counc il t1i nutes <br />November 27, 1984 <br /> <br />I <br /> <br />Motion by Harcus, seconded by Schmidt, to WAIVE THE READING, <br />HOLD THE SECOND READING, AND ADOPT AN ORDINANCE AMENDING <br />SECTION 4-62 OF THE NEW BRIGHTON CITY CODE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels briefly reviewed the staff report and stated that <br />the following were present to discuss the issue and answer <br />questions: Arlin Waelti and Kent Richey of O'Connor and <br />Hannon, Jim Casserly of Miller and Schroeder, and Michael <br />Scott and Bob Strobel of New Brighton's Economic Develop- <br />ment Organization. <br /> <br />Arlin Wae1ti summarizied what the City has done over the last <br />three years regarding Tax Increment Financing and recommended <br />putting funds into a "Development Account" and explained the <br />Account. <br /> <br />After discussion and clarification, Schmidt moved, seconded <br />by Benke, to DIRECT STAFF TO PREPARE A RESOLUTION TO ESTABLISH <br />A DEVELOPMENT ACCOUNT AND TO PREPARE GUIDELINES FOR CITY <br />COUNCIL TO REVIEW AT A WORKSESSION AS SOON AS FEASIBLE. <br /> <br />I <br /> <br />Harcus questioned whether we would want this in ordinance or <br />resolution form. Egan stated it would be easier to change a <br />resolution. Benke stated it could be a resolution now and <br />convert it to an ordinance at a future time. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels reviewed history of Unicare project and what has been <br />accomplished since they were last at a City Council meeting. <br /> <br />Jim Casserly, Miller and Schroeder, reviewed the areas that <br />Unicare has explored to satisfy the city's requirement to <br />serve the pUblic interest with regard to the elderly. <br /> <br />After a discussion of the dollar amount and the legality of <br />putting conditions on the monies, Schmidt moved, seconded by <br />Blomquist, to WAIVE THE READING AND ADOPT A RESOLUTION OF <br />THE CITY COUNCIL OF NEW BRIGHTON, RAMSEY COUNTY, MINNESOTA, <br />AUTHORIZING THE ISSUANCE OF $5,500,000 AGGREGATE PRINCIPAL <br />AMOUNT CITY OF NEW BRIGHTON, MINNESOTA, VARIABLE RATE DEMAND <br />INDUSTRIAL DEVELOPMENT REVENUE BONOS (UNICARE HOMES, INC. <br />PROJECT) SERIES 1984 WITH THE UNDERSTANDING THAT THE FIGURE <br />FOR THE FEE IS GOING TO BE $288,802.00. <br /> <br />I <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Benke, to DIRECT STAFF TO <br />SET UP A SUB-ACCOUNT IN THE DEVELOPMENT ACCOUNT WHICH WOULD <br />RECEIVE THE PROCEEDS FROM THE UNICARE PROJECT AND THAT THE <br />POLICY FOR THE USE OF THE DISBURSEMENTS OF THOSE FUNDS BE <br />CONSISTENT WITH THE ORIGINAL RESOLUTION AUTHORIZING THE <br />UNICARE HOMES, INC.
