<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />November 27, 1984 <br /> <br />Anderson had no comments to the staff report concerning a <br />Joint Powers Agreement allowing skiing at Long Lake park. <br /> <br />Harcus commented that spending any money to do what the <br />folks in the City of New Brighton have been doing for 14 <br />years is a waste of city money. <br /> <br />Benke did not see the city incurring any undo costs or <br />risks if we do execute the agreement. <br /> <br />Anderson stated that we are probably offering a modest <br />service by signing the Joint Powers Agreement. If we do <br />not sign the agreement, he believes the county will somewhat <br />vigorously enforce prohibition of skiing, snowmobiling, and <br />anything else on this sight during the coming year; doesn't <br />see any good reason not to sign it. <br /> <br />Schmidt philosophically agreed with Mayor Harcus; believes <br />the ultimate benefit outweighs this kind of bureaucratic <br />paper-shuffle and expense. <br /> <br />Blomquist concurreq. <br /> <br />Anderson commented that by approving the agreement, the city <br />is demonstrating that it retains some flexibility and is <br />willing to make the system work one way or another. <br /> <br />Motion by Blomquist, seconded by Harcus to APPROVE THE JOINT <br />POWERS AGREEMENT BETWEEN THE CITY OF NEW BRIGHTON AND RAMSEY <br />COUNTY RELATING TO USE OF LONG LAKE/RUSH LAKE REGIONAL PARK, <br />THE AGREEMENT HAVING A TERMINATION DATE OF APRIL 15, 1985. <br /> <br />3 Ayes - 1 Naye (Harcus), Motion Carried <br /> <br />Motion by Benke, seconded by Schmidt, to DIRECT STAFF TO COMMU- <br />NICATE THE CONCERN OF THE COUNCIL AS VOCALIZED BY COUNCIL- <br />MEMBER SCHMIDT TO THE COUNTY BOARD AND TO THE COUNTY STAFF. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Announcements and Updates <br /> <br />Blomquist stated that the Ramsey County League of Local. <br />Government will be having their Holiday Banquet on the 19th <br />of December at the Maplewood Holiday Inn; the speaker will be <br />George Latimer, Mayor of St. Paul and President of the <br />National League of Cities. <br /> <br />Harcus asked that Councilmember Janecek present the VFW <br />certificate at the next council meeting. <br /> <br />Page Seven <br /> <br />Joint Powers <br />Agreement with <br />Ramsey County <br />- Long Lake/ <br />Rush Lake <br />Regional Park <br />Report 84-320 <br /> <br />Announcements <br /> <br />RCLLG Banquet <br /> <br />VFW Certificate <br />
