<br />I <br /> <br />I <br /> <br />I <br /> <br />Counci 1 r~i nutes <br />November 27, 1984 <br /> <br />Workshop <br /> <br />Motion by Schmidt, seconded by Blomquist, to HAVE STAFF <br />SELECT A VERY QUALIFIED PLANNING FIRM TO DO THE JUO SITE <br />ANALYSIS BASED UPON ALL THE HISTORICAL INFORMATION AND TO <br />PREPARE A REPORT OF ITS FINDINGS AND TO MADE A RECOMMENDA- <br />TION AS TO REZONING THE PROPERTY AND TO DO SO AT A FEE NOT <br />TO EXCEED $5,000. (Amendment follows.) <br /> <br />Harcus asked what we would get for $5,000; Winkels responded <br />that we would get what we would have gotten if it had gone <br />out for bids. <br /> <br />Schmidt and Blomquist concurred. <br />Schmidt stated that the bid process increases it. <br /> <br />Blomquist mentioned that sending out RFP's will cause five <br />firms to spend $1,500 each to write a proposal. <br /> <br />Schmidt asked that staff let the selected firm know that if <br />they do a good job, we may use them for certain projects; <br />we would like to have an independent analyst as a resource <br />for our own planning staff. <br /> <br />Blomquist added that if they were good, we might hire them <br />again. <br /> <br />Schmidt concurred. <br /> <br />Harcus believes that ultimately the council has to make a <br />decision on the zoning. <br /> <br />Schmidt indicated that their recommendation to us would <br />include zoning and that we can accept or reject their pro- <br />posa 1 . <br /> <br />Benke, going back to the original document. believes that <br />we are to determine or make recommendation to the type and/or <br />density of development that's most appropriate of the site. <br />and, given that recommendation for development type of den- <br />sity. identify the remedial actions and costs that might be <br />associated with that. That then gives us a recommendation <br />as to what use is appropriate over and above what the parti- <br />cular zoning might be, and what the costs of mitigating that <br />use would be. If the motion was intended to include that, <br />tE agrees with the mati on. <br /> <br />Schmidt clarified that when they make recommendations as to <br />zoning, they are, in fact. dealing with the use question. <br /> <br />Benke wondered if we should turn that around in terms of <br />performance zoning.
