Consideration of extension of St. John's Men's Club <br />bingo license. <br /> <br />5 Ayes-O Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Harcus stated that in response to a petition he received <br />from residents, the Minnesota Pollution Control Agency <br />volunteered to address the public at this time concerning <br />the Honeywell Corporation's Hazardous ~~aste Permit appli- <br />cation at the Twin City Army Ammunition Plant. <br /> <br />Ross Ohman of the Minnesota Pollution Control Agency (MPCA) <br />read the petition addressed to Ms. Barbara Russell of the <br />U.S. EPA and explained the steps involved in permitting <br />hazardous waste. Ohman stated that Honeywell did every- <br />thing required and is now formally applying for the permit <br />to store hazardous waste, not to dispose of hazardous waste. <br /> <br />I <br /> <br />In response to Blomquist's question, Ohman stated that <br />Honeywell stores waste until they get a truckload. <br /> <br />Blomquist asked Ohman what Honeywell IS past practice had <br />been at the TCAAP regarding their generation, storage of <br />disposable materials, etc. <br /> <br />Ohman responded that in 1980 Honeywell had Interim status, <br />which had regulations very similar to what is needed for a <br />permit. Back in the 1970's Honeywell realized the liability <br />involved and correctly stored the waste materials until it <br />could be shipped off-site out of state; nothing was disposed <br />of in the state of Minnesota. <br /> <br />Blomquist asked City Attorney if any action the council <br />might take would have an impact on the current lawsuit for <br />contamination. <br /> <br />I <br /> <br />LeFevere didn't believe that the issuance of this permit <br />involved any judication of past practices and is not aware <br />of any information showing Honeywell has been doing anything <br />improperly with the hazardous waste since 1980. The merits <br />of our lawsuit had to do with actions of Honeywell and <br />others at a much earlier time. <br /> <br />Schmidt stated that the' City of New Brighton is not issuing <br />the permit; we are providing a form for those concerned <br />citizens of this area.
