<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />December 11,1984 <br /> <br />Proper reviewed staff report and schedule concerning <br />Ramsey County's draft feasibility study on upgrading of <br />Long Lake Road; slides indicated condition of Long Lake <br />Road from 1-694 to County Road H. Proper recommended <br />that the northerly section be done first, as the portion <br />of Silver Lake Road over 1-694 is scheduled for upgrading <br />in 1985. <br /> <br />A discussion of scheduling and funding followed Proper's <br />presentation. Council expressed concerns about bike lanes, <br />sidewalks, and actual width of road. <br /> <br />Phil Kruger, 2031 Mississippi Circle, felt the sidewalk <br />should be from Irondale High School to the school's outer <br />edge requirement for walkers (perhaps one mile). <br /> <br />Ken Becker, 1445 NW 16th Street, asked if a bike path could <br />be put in from the southern end of 14th Avenue to the point <br />where 13th Street NW intersects Long Lake Road, thereby <br />having bikers avoid the first "S" curve north of 1-694. <br /> <br />Proper indicated that the city does not own any of that <br />property. <br /> <br />Benke stated he could agree with parts of the recommendation, <br />but not all. Would like to pursue getting the north end <br />done first with the sidewalks. <br /> <br />Proper indicated that approval of the recommendation is <br />not final approval, just giving the County the go-ahead <br />to do the feasibility study. As there were many concerns <br />and questions by council, Proper asked if having a rep- <br />resentative from Ramsey County speak to the council before <br />we ask them to finish the report would be helpful. <br /> <br />Benke and Blomquist felt that would be helpful. <br /> <br />Motion by Blomquist, seconded by Benke, to DEFER ACTION <br />ON THIS ITEM UNTIL DECEMBER 17, 1984. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda had nothing further to add to the staff report <br />concerning the "role" and "need" of a Civil Service <br />Commission. <br /> <br />Motion by Harcus, seconGed by Schmidt, TO PURSUE "ITEM 2, <br />SEEK SPECIAL STATE LEGISLATION TO HAVt THE NEW BRIGHTON <br />CHIEF OF POLICE EXCLUDED FROM THE CIVIL SERVICE PROVI- <br />SIONS, SIMILAR TO WHAT THE CITY OF ROSEVILLE HAD PASSED <br />IN 1983" AND "ITEM 3, SUPPORT THE LEAGUE OF MINNESOTA <br />CITIES' LOBBYING EFFORTS IN THE STATE LEGISLATURE FOR <br />CIVIL SERVICE REFORM" IN THE "ALTERNATIVES" SECTION OF <br />THE CIVIL SERVICE COMMISSION REPORT. <br /> <br />Page Nine <br /> <br />Long Lake Road - <br />Ramsey County's <br />Draft Feasibility <br />S tu dy <br />Report 84-327 <br /> <br />Civil Service <br />Commission Report <br />Report 84-328 <br />
