<br />Council Mi nutes <br />January 8, 1985 <br /> <br />page Two <br /> <br />I <br /> <br />State of the City, continued <br /> <br />"The City also initiated an $8 million lawsuit against the parties respon- <br />sible for the cost of the water restoration project. In addition to the <br />lawsuit, the City has lobbied our State and Federal legislators for <br />assistance in modifying the Superfund laws and paying the legal bills. I <br />am cautiously optimistic that we will see some relief during 1985. <br /> <br />"1984 also saw another record year in building permits issued; nearly $19 <br />million in total value and $7 million in commercial/industrial. 1985 may <br />well surpass this year's records, based on discussions with developers and <br />projects already approved by the Council. <br /> <br />liThe already low crime rate declined nearly twenty-one percent. I believe <br />this can be attributed to the "nosey neighbors program," better known as <br />Neighborhood Crime Watch, and more effective police techniques. <br /> <br />"1984 also marked the first year since 1979 that liquor operation profits <br />are on the increase. I believe that is attributable to the hard work of <br />the liquor employees and the management. <br /> <br />liThe Council and staff began a process called Team Building which, in the <br />long run, will result in an even more cost-effective City government. <br /> <br />I <br /> <br />liThe Fi reha 11 expans i on/remodel i ng was completed duri ng 1984 and, duri ng <br />1985, we hope to obtain residents' approval to remodel and expand our <br />thirty-year old village hall. <br /> <br />liThe computer age wi 11 be comi ng to City Hall duri ng 1985. When the <br />system is fully implemented in 1986, the City's ability to provide better <br />and most cost-effective services will be greatly enhanced. <br /> <br />"While the City is currently very healthy, we must continually work to <br />maintain it.
