<br />Council Minutes <br />January 8, 1985 <br /> <br />Page Seven <br /> <br />I <br /> <br />Harcus stated that the Planning Commission noted that a <br />three and one-half foot fence would be allowed by ordin- <br />ance; would provide a deterent to children. <br /> <br />Schmidt asked how high the pump sits off the ground; <br />Jorissen indicated about four feet; Schmidt stated that <br />landscape timbers. either horizontally or vertically, <br />would be aesthetically pleasing; Jorissen stated that <br />would be acceptable. <br /> <br />Benke noted that a three and one-half foot fence would <br />stop little kids; a seven-foot fence would not stop a <br />fourteen year old. <br /> <br />Jorissen stated the fence would be pulled back to forty <br />feet and the rest would be left as is to secure the yard. <br /> <br />Motion by Schmidt, seconded by Blomquist, to WAIVE THE <br />READING AND ADOPT A RESOLUTION MAKING FINDINGS OF FACT <br />AND DENYING VN-241. <br /> <br />I <br /> <br />Janecek added that landscaping plus a three and one-half <br />foot fence would accomplish the protection and knows the <br />council is interested in aesthetics. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />Winkels had nothing further to add to staff report. <br /> <br />Skip Sorenson, architect for Ark Housing, reviewed <br />drawings for the proposed project. <br /> <br />Ark Housing <br />Presentation <br />Report 85-7 <br /> <br />Gary Bidne, Ark Housing, reviewed results of survey of <br />elderly residents along with information on surrounding <br />communities' elderly housing facilities; stated that with <br />the City's assistance and with private assistance of <br />making something come forward and happen, the Citv will <br />realize a savings through the residents. Ark Housing is <br />investigating all forms of financing; will be sharing <br />with the council various organizations they will dealing <br />with; feels Ark Housing is responding to the needs put <br />forth by the citizens of the community. <br /> <br />Blomquist stated he was excited about the project and <br />inquired about prior surveys; Bidne indicated they did <br />a survey for the United Jewish Council and Fairview in <br />Bursvil1e. <br /> <br />I <br /> <br />Blomquist asked if those surveys led to project such as <br />this; Bidne responded negatively, but indicated he had <br />participated, when he was with another organization, <br />when some studies were conducted and the facilities did <br />go forward. In development and refinement of Ark's <br />product, they are very careful in the utilization of <br />numbers and identifying the market demand/penetration. <br />
