Council Mi nutes
January 8, 1985

I

Harcus inquired about Bidne's knowledge of the expansion
of Palmer Drive; Bidne indicated he was not aware of that
but noted that the Federal government is moving out of
subsidized programs (which were usually for up to forty
units at a given time).

Benke noted that other elderly projects have been discussed
and questioned a need for more than eighty-four units;
Bidne responded affirmatively.

Schmidt indicated he was impressed with the amount of
green space made possible through underground parking
and asked about other projects.

Bidne mentioned other projects with underqround parking;
Sorenson noted a cost of $4,000 per bay and indicated
them as one of the amenities for which the seniors
looked.

I

Bidne stated this proposed project is designed to age
with the people living there; as they grow older, they
will not be using a parking space, but younger ones
moving in will; very important to have adequate mobility
to move vehicles.

Benke asked how the City would label/market this proposed
project; Bidne responded it would be "cost affordable
market-rate housing," livery high-quality," IInot luxurious,
but maintenance free," and/or "comfortable, cozy, home-like
residence."

Benke asked about schedule for future steps; Bidne stated
they planned to have a Development Agreement in January
(they are currently putting their team together); have
commenced discussion with two financing entities; have a
very experienced attorney working with them; are working
on a timetable to commence construction.

I

Schmidt noted this fast-track process is necessary.

Harcus thanked Sorenson and Bidne for coming this evening.

Steve Thompson, Citizen Study Committee, thanked the council
for reappointing those on the Committee. Reviewed the
differences between the first resolution brought to the
council in November of 1984 and the two currently proposed res-
olutions; agreed with staff recommendation to remove the
stipulation that streets be renamed by resolution and to
have streets renamed by ordinance only.

Motion by Schmidt, seconded by Benke, to WAIVE THE READING
AND ADOPT A RESOLUTION ESTABLISHING PROCEDURES FOR NAMING
CITY STREETS AND TO WAIVE THE READING AND ADOPT A RESOLUTION
ESTABLISHING PROCEDURES FOR RENAMING CITY STREETS.

page Eight

Naming and Renaming
City Streets
Report 85-8
Resolution 85-8
Resolution 85-9
