Motion by Blomquist, seconded by Harcus, to APPROVE THE CON- SENT AGENDA ITEMS AS FOLLOWS: 1. Consolidated vouchers - 068167-068332 and 072652-072689 2. Consideration of resolution for reapportionment of assessments (Di vi s ion 059029) 3. Consideration of resolution approving the purchasing process I 4. Consideration of a request to set a date for a public hearing to consider the vacation of a portion of Emerald Dri v e 5. Consideration of a request for an extension of site plan and variance approval for Basic Industries 6. Consideration of purchase of a greensmower for golf course 7. Consideration of Relocation Agreement for Silver Lake Road Bridge over 1-694 between Minnesota Department of Trans- portation and the City of New Brighton Council Business Bruce Medvec, Valley View Insurance Company, reviewed his letter of January 30, 1985, and explained reasons for 60% increase; reviewed the premium analysis; and explained that because legislature rewrote the dram shop law last year excluding immunity for municipal liquor establishments, an umbrella policy was purchased for the City. I Schmidt expressed concern over a recent case where the legislature could, in fact, discriminate between the private business and the municipal business; establishing that sort of'lmmunity became a constitutional question.
