Benke believes the proposed expansi?n has addltlonal ~eneflts to the community in terms of screenlng both the ShOPP1~g center from the neighborhood and, to some extent, servlng as a noise barrier. Henry Hyatt, general partne~ of the pr?ject, and Bill Brussman. with Realty Manaqement 5ervlces, were lntroduced by Senden. Brussman had updated a 1979 density study of metro elderly housing projects and stated t~e study would be a part of the record of this meetinq. Hyatt stated he was glad to be back; hopes thi~ project goes a little smoother than the first Phase; feels thlS secona pnase will compliment the first; looking forward to his involvement and commitment to the City of New Brighton and senior citizens. If all goes well, construction will begin in the Fall of 1985. There were no comments from the public. Motion by Harcus. seconded by Blomquist, to WAIVE THE READING AND HOLD THE FIRST READING OF AN ORDINANCE AMENDING THE NEW BRIGHTON ZONING ORDINANCE BY REZONING CERTAIN PROPERTY WITHIN THE CITY OF NEW BRIGHTO FROM R-2 AND R-3B TO R-3A SUBJECT TO THE FOLLOWING CONDITIONS: 1. APPROVAL OF PRELIMINARY PRD-42, 2. APPROVAL OF SITE PLAN LP-174, and 3. PRESENCE OF DOTTED LINES FOR FUTURE PARKING ON FINAL PLAN; WAIVE THE READING AND ADOPT A RESOLUTION MAKING FINDINGS OF FACT AND APPROVING PRELIMINARY PRD-42 SUBJECT TO CONDITIONS; and TO CONTINUE CONSIDERATION OF LP-174 UNTIL FINAL PRO APPROVAL. 5 Ayes - 0 Nayes, Motion Carried Motion by Blomquist, seconded by Janecek, to DIRECT STAFF TO LOOK AT ORDINANCE AND UPDATE THE LANGUAGE FOR CLARIFICATION AND ENFORCE- ABILITY WITH REGARD TO SUBSIDIZED HOUSING. 5 Ayes - 0 Nayes, Motion Carried Egan had nothing further to add to the staff report concerning an amendment of the agreement with the fiscal consultant. Fiscal Consultant - Agreement Amend- ment Report 85-54 Resolution 85-18 Motion by Harcus, seconded by Blomquist, to WAIVE THE READING AND ADOPT THE RESOLUTION AMENDING THE AGREEMENT WITH THE FISCAL CONSULTANT (MILLER AND SCHROEDER). 5 Ayes - 0 Nayes, Motion Carried
