<br />Council Minutes <br />February 26, 1985 <br /> <br />I <br /> <br />2. APPROVE THE COOPERATIVE AGREEMENT WITH RAMSEY COUNTY <br />REGARDING COST PARTICIPATION: <br />3. APPROVE THE RESOLUTION RESTRICTING PARKING ALONG A <br />PORTION OF SILVER LAKE ROAD: <br />4. APPROVE THE RESOLUTION APPROPRIATING MUNICIPAL STATE <br />AID FUNDS TO THE BRIDGE PROJECT: AND <br />5. APPROVE THE RESOLUTION SETTING A PUBLIC IMPROVEMENT <br />HEARING ON THE SILVER LAKE ROAD BRIDGE WIDENING PROJECT. <br /> <br />4 Ayes - 0 Nayes - 1 Abstention (Benke) <br /> <br />Motion Carried <br /> <br />Egan commented that Item 3 on the proposed resolution was <br />something on which staff needs to get back to council in order <br />to avoid budget problems in the future. <br /> <br />Harcus stated that accumulating sick pay and being able to cash <br />it in is not found in the private sector; rather they have <br />policies governing long-term illnesses. Believes city's sick <br />leave policy is a poor one and would support elimination of <br />current policy with a new policy written to address the serious <br />illnesses. <br /> <br />I <br /> <br />Egan stated there are also options on self-insurance, it doesn't <br />necessarily mean having an outside provider. <br /> <br />Schmidt noted that the pUblic sector wishes to be compared to the <br />private sector for pay purposes but not for benefit purposes. <br />Schmidt pointed out the inequity and feels it is deplorable the <br />way sick leave and vacation time for public employees is rolled <br />over. <br /> <br />I <br /> <br />Egan clarified that there is a maximum of 20 days of vacation that <br />a person can accumulate on the books. <br /> <br />Benke stated that when the public sector policy of sick leave was <br />instituted, it was to encourage people not to use sick leave and <br />that final payback is not 100%. The theory was that, rather than <br />use sick leave on spurious and somewhat questionable circumstances, <br />it would be left on the books and used at retirment as a lump sum. <br />Benke stated he believes there are other ways to defer unnecessary <br />use of sick leave and would like staff to research them for use in <br />the City's situation. <br /> <br />Blomquist felt we ought to look at accruing a liability for these <br />kinds of expenses in the budget; forcing us to make calculations <br />on the people we know are approaching retirement or thinking of <br />leaving the city. <br /> <br />Motion by Harcus, seconded by Blomquist, to WAIVE THE READING AND <br />ADOPT A RESOLUTION AUTHORIZING CHANGES FOR SEVERENCE COSTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Seven <br /> <br />Severence Costs - <br />Budget Change <br />Report 85-57 <br />Resolution 85-19 <br />
