<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />February 26, 1985 <br /> <br />With regard to a letter agreement with Edwin J. Taylor for the <br />first rights of development over certain property in New <br />Brighton for a period of six months, Winkels noted that the <br />City has had some contact with Mr. Taylor over the past few <br />months and that Mr. Taylor has been to the Planning Commission <br />on two occasions explaining what he intends to do to redevelop <br />property. Staff feels this is an appropriate agreement into <br />which to enter. Mr. Taylor is willing to put up a nonrefundable <br />option amount of $20,000. <br /> <br />Having attending the Planning Commission meetings, Blomquist <br />advised council that at both meeting Mr. Taylor went through a <br />very detailed site analysis. Blomquist's observation was that <br />it was the most complete site analysis to come before the city; <br />anticipates that when the final applications are made, that <br />kind of thorough and detailed site analysis will also come be- <br />fore the council. <br /> <br />Harcus notea Taylor's preliminary is more complete than some <br />developers bring in for their final. <br /> <br />At the Park Board meeting, Benke briefed the members on this <br />proposal and they were invited to attend the Planning Commission. <br />Benke stated that Taylor's site analysis was complete, with <br />sensitivity to the environmental sensitivity to that site, <br />especially from the park prospective. Hasn't seen that type of <br />quality of work for twenty years and doesn't anticipate anything <br />other than good work from this developer. <br /> <br />Motion by Benke, seconded by Blomquist, to AUTHORIZE THE MAYOR <br />AND CITY MANAGER TO SIGN THE LETTER AGREEMENT WITH EDWIN J. <br />TAYLOR. <br /> <br />Schmidt stated that optimism is so positive, it's almost suspect. <br />Schmidt also noted that this meeting should serve notice that <br />this council is not as predictable as some people think; we have <br />actually moved very quickly this evening. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Harcus inquired about cost difference between temporary and <br />permanent stop lights, noting that Ramsey County plans to put <br />one on Long Lake bridge in a couple of years and they are <br />going to put one in this year temporarily. <br /> <br />Benke noted that the signal light at 14th Street and Silver <br />Lake Road is a temporary one that has been there for 15 years; <br />difference in cost is $20,000 to $100,000.
