<br />Council Minutes <br />March 12. 1985 <br /> <br />I <br /> <br />Harcus stated if the convention center is to be se1f- <br />supporting. then Minneapolis should take the risk. <br /> <br />Both Harcus and Janecek felt Minneapolis should pay; <br />Schmidt could see where the convention center might <br />benefit Bloomington and Shakopee. but not New Brighton. <br /> <br />4. The AM~1 Board endorsed a t1etropo1itan Council RTB <br />proposal that the Metropolitan Transit Commission be <br />changed from three to five members. with the two pro- <br />posed additional members coming from suburban areas. <br /> <br />5. The AMM is also supporting a bill that creates an <br />independent review board to consider disputes between <br />local units of government and metropolitan agencies. <br />The board would be a mechanism for an arbitration <br />process. <br /> <br />6. Per the Legislative Bulletin. two items will be <br />brought to the League of Minnesota Cities' Board meet- <br />ing tomorrow: <br /> <br />I <br /> <br />A. 8i11 requiring all plumbing inspectors be licensed <br />(as journeymen or master plumbers) or state certi- <br />fied. The Board will be considering amendments. <br /> <br />B. Bill regarding hazardous substance notification. <br />Employers who are now required to notify their <br />employees of hazardous substances. must submit the <br />information to their local fire departments. <br /> <br />I <br /> <br />Benke asked for comments on the above two items prior <br />to noon tomorrow. Wednesday. March 13. 1985. <br /> <br />Harcus noted there is a bill going through the state on <br />Appendix E (fire sprinkler portion of building codes). The <br />current problem is that there are no local options; either <br />it is adopted or it isn't. Harcus feels local options <br />should be supported. <br /> <br />Schmidt stated the North Suburban Cable Commission received <br />a report from Don Pauley. Mounds View City Manager. stating <br />an organization is interested in creating guidelines using <br />the cable system as an early warning and public safety net- <br />work. The organization received NSCC's approval to create <br />guidelines and. before the Commission adopts the guidelines, <br />all cities will have an opportunity to read and approve the <br />document. <br /> <br />Sinda advised council of dates he will be discussing the <br />city hall expansion/referendum to groups. asking counci1- <br />members to attend whenever possible. <br /> <br />paqe Seven <br /> <br />\, <br />
