<br />Council Minutes <br />March 12t 1985 <br /> <br />I <br /> <br />Announcements <br /> <br />Benke announced the following: <br /> <br />1. The Association of Metropolitan Municipalities (AMM) <br />Board set May 30. 1985. for its annual meeting; more <br />information will be distributed. <br /> <br />2. The Af.1M Board designated Jon E1am. Administrator of <br />Mound. to serve as AMM's representative on the Board <br />of the Twin City Community Buyer System which is an <br />advisory board to a group of large employers/provi- <br />ders of medical and health services. They will be <br />asking competition for services that would then be <br />provided to employees of the employee group. Benke <br />will be giving materials to Egan and asked that the <br />development of the System be monitored, as it will be <br />of value to this city in the future. <br /> <br />I <br /> <br />In response to Schmidt's comment, Sinda advised that <br />Egan has already been working with neiqhboring commu- <br />nities on similar medical packages. <br /> <br />Schmidt mentioned that, because there is so much <br />competition, we should take advantage of the current <br />situation. <br /> <br />3. <br /> <br />At the next meetinQ, the AMM Board will be considerinq <br />" , <br />a resolution relative to the Minneapolis convention <br />center and the financing of same. <br /> <br />The Shakopee Mayor brought in the resolution as adopt- <br />ed by the Municipal Caucus and which was endorsed by <br />the Shakopee City Council. The Municipal Caucus would <br />support a financing plan for the proposed convention <br />center if the plan impacted only Minneapolis; it <br />opposes a one percent increase in sales tax in the <br />seven-county metropolitan area. <br /> <br />I <br /> <br />The counter-argument is that the center, by its very <br />nature, will bring people to the metropolitan area who <br />will spend money and find employment here. Therefore, <br />there is a regi ona 1 and/or state-wi de benefit and, ',,", <br />if there are going to be public contributions to the <br />cost, it ought to be spread either over the state or <br />the region. <br /> <br />Benke asked for council 'suggestions or recommendations <br />'as to what the city's position might be on the action. <br />noting that they have looked at alternative financing, <br />but nothing has been defined. Benke believes the <br />Caucus is trying to head off any suggestion that public <br />cost be spread beyond the city of Minneapolis boundaries. <br /> <br />Page Six <br /> <br />Announcements <br />
