Council Minutes
March 27,1984

1

Motion by Harcus, seconded by Schmidt, to APPROVE
PAYMENT OF S850.00 TO SCHWEITZER RUBIN GOTTLIEB &
KARON FOR INDUSTRY STANDARDS FOR LIQUOR OPERATING
COMPUTERIZED INVENTORY SYSTEM.

5 Ayes - 0 Nayes, Motion Carried

Winkels reviewed staff report indicating we have
receipt of the application for tax exempt financing
submitted by Unicare to provide financing for the
Travilla Nursing Home, and briefly reviewed the
documents previously distributed to Council. Winkels
indicated that all details regarding the Feasibility
Study had not yet been worked out, but would be
finalized by the pUblic hearing date.

I

Jim O'Meara, O'Connor & Hannan, stated they are
asking for $6.2 million of industrial revenue bonds
to acquire the nursing home and to do some minor re-
furbishing and rehabilitation on it. He further
indicated that this will not create new jobs, but
will preserve existing jobs. Unicare has a Purchase
Agreement contingent on tax exempt financing. He
further stated that Unicare would agree to initiate,
pay for, and complete the Feasibility Study and,
given certain results of the study, would specify in
an Agreement the extent to which the City particiates
with Unicare in this project. O'Meara stated that
New Brighton has one of the six Travilla Nursing Homes
in a package (one in each of Roseville, Robbinsdale,
Golden Valley, New Brighton and two in St. Louis Park)
and that the nursing homes will be sold and Unicare
was approached based on their national reputation.

Schmidt asked that, in terms of all of the kinds of
assistance that this City gives on new developments,
our objective to see elderly housing in the City
should be considered in the Agreement.

Winkels indicated the Agreement would be similar to
others the City is working on.

1

Blomquist mentioned that this is a process that both
parties have to take together. Tonight, if we set
a date for a publi hearing, we are taking a step; if
Uni care does a Feas i bil ity Study, they wi 11 be taki ng
a step.

O'Meara indicated they would hire a mutually acceptable
agency to do the Study.

Page Fifteen

Schweitzer Rubin Gottlieb
& Karon, Final Payment
Report 84-79

Tax Exempt Financing,
Unicare Homes, Inc.
Report 84-80
Resolution 84-36
