1 I 1 Council Minutes March 27, 1984 Putnam reviewed their letter dated March 20, 1984. To date they have received five signatures on the petition. They will continue to pursue additional signatures but stressed difficulty with the neutral parties in the area. Benke asked Putnam if they were recelvlng an indica- tion of support and/or opposition. Putnam indicated that Boyce had received varying degrees of comments during the petitioning process and neighborhood meetings, but nothing real negative. Schmidt emphasized that the Council wants it known they are not initiating the process, even they they are setting the public hearing for the purpose of rezoning the property from R-l to R-3B. Given the fact that it is Rl-l now and, to get to the point where Centex want to be (R-3B), there are many steps that Centex, the Park Board, and the neighborhood people are going to have to take and the Council feels you are entitled to have that process. Motion by Harcus, seconded by Blomquist to DIRECT THE PLANNING COMMISSION TO SCHEDULE A PUBLIC HEARING FOR APRIL 17, 1984 AT 7:35 P.M. TO CONSIDER REZONING OF CERTAIN PROPERTY IN THE CITY OF NEW BRIGHTON. 5 Ayes - 0 Nayes, Motion Carried Janecek named items that Centex should be prepared to address at the public hearing (traffic, Park Board's concern for open space, impact project will have on school system, and the water situation). Blomquist feels the big concern would be density and how the parcels are packaged. Schmidt indicated it takes a great deal of considera- tion, and taking into consideration, all of the aesthetics on all of the impacts that the development will have on the neighboring properties and that the City has no obligation to rezone. The burden is on Centex to make all of the factors fit. Putnam feels that when the public hearings are held, there will be a number of people showing up who will be informed and will get a good reflection (positive and not positive) of the people that surround the site. Motion by Blomquist, seconded by Schmidt to ACCEPT THE WORK AND AUTHORIZE FINAL PAYMENT OF THE CONTRACT FOR CITY WELL #11, PROJECT 82-18, TO KEYS WELL DRILLING COMPANY, THE FINAL TOTAL AMOUNT BEING $272,162. 5 Ayes - 0 Nayes, Motion Carried Page Fourteen City Well #11, Final Payment, Project 82-18 Report 84-78
