<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Minutes <br />March 27, 1984 <br /> <br />Putnam reviewed their letter dated March 20, 1984. <br />To date they have received five signatures on the <br />petition. They will continue to pursue additional <br />signatures but stressed difficulty with the neutral <br />parties in the area. <br /> <br />Benke asked Putnam if they were recelvlng an indica- <br />tion of support and/or opposition. Putnam indicated <br />that Boyce had received varying degrees of comments <br />during the petitioning process and neighborhood meetings, <br />but nothing real negative. <br /> <br />Schmidt emphasized that the Council wants it known they <br />are not initiating the process, even they they are <br />setting the public hearing for the purpose of rezoning <br />the property from R-l to R-3B. Given the fact <br />that it is Rl-l now and, to get to the point where <br />Centex want to be (R-3B), there are many steps that <br />Centex, the Park Board, and the neighborhood people <br />are going to have to take and the Council feels you <br />are entitled to have that process. <br /> <br />Motion by Harcus, seconded by Blomquist to DIRECT THE <br />PLANNING COMMISSION TO SCHEDULE A PUBLIC HEARING FOR <br />APRIL 17, 1984 AT 7:35 P.M. TO CONSIDER REZONING OF <br />CERTAIN PROPERTY IN THE CITY OF NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Janecek named items that Centex should be prepared <br />to address at the public hearing (traffic, Park Board's <br />concern for open space, impact project will have on <br />school system, and the water situation). <br /> <br />Blomquist feels the big concern would be density and <br />how the parcels are packaged. <br /> <br />Schmidt indicated it takes a great deal of considera- <br />tion, and taking into consideration, all of the <br />aesthetics on all of the impacts that the development <br />will have on the neighboring properties and that the <br />City has no obligation to rezone. The burden is on <br />Centex to make all of the factors fit. <br /> <br />Putnam feels that when the public hearings are held, <br />there will be a number of people showing up who will <br />be informed and will get a good reflection (positive <br />and not positive) of the people that surround the <br />site. <br /> <br />Motion by Blomquist, seconded by Schmidt to ACCEPT <br />THE WORK AND AUTHORIZE FINAL PAYMENT OF THE CONTRACT <br />FOR CITY WELL #11, PROJECT 82-18, TO KEYS WELL <br />DRILLING COMPANY, THE FINAL TOTAL AMOUNT BEING <br />$272,162. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Fourteen <br /> <br />City Well #11, Final <br />Payment, Project 82-18 <br />Report 84-78 <br />
