INASMUCH AS THE PLANS AND DESIGN ADVERTED TO <br />IN PARAGRAPHS TWO AND THREE ABOVE HAVE NOT YET <br />BEEN PRESENTED TO THE COUNCIL AND THE SUITABILITY <br />OF THE PROPOSED DEVELOPMENT WILL DEPEND UPON THE <br />INFORMATION CONTAINED IN SAID PLANS AND DESIGNS, <br />THE COUNCIL SPECIFICALLY RESERVES THE RIGHT TO <br />REFUSE TO GRANT PRO AND FINAL PLAT APPROVAL IF <br />IT DETERMINES, IN ITS SOLE DISCRETION, THAT THE <br />FlNAL PROPOSED LANDSCAPE PLAN, EXTERIOR DESIGN <br />AND MATERIALS, GRADING PLAN, AND UNIT DESIGN DO <br />NOT PROVIDE ADEQUATE PROTECTION TO THE RESIDEN- <br />TIAL CHARACTER OF THE ADJACENT PROPERTY TO THE <br />NORTH OF THE SUBJECT PROPERTY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />As staff had nothing to add to the report, motion <br />by Harcus, seconded by Blomquist, to WAIVE THE <br />READING AND ADOPT THE RESOLUTION COMBINING THE <br />WATER AND SEWER FUNDS, RESOLUTION ESTABLISHING THE <br />TERMS FOR AN INTER-FUND LOAN POLICY and RESOLUTION <br />ESTABLISHING THE INTER..FUND LOAN FOR THE WATER AND <br />SEWER FUND. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried <br /> <br />Sinda reviewed the staff report concerning the <br />proposed liquor department changes, emphasizing <br />the projected doll ars to be gained by the changes, <br />no employee layoffs are anticipated, and recommended <br />closing the downtown off-sale because it is an <br />inefficient building, it is in poor repair, and is <br />very labor intensive. <br /> <br />Janecek commented there was some misconception <br />from the public concerning the game room activity - <br />would attract undesirable elements.
