<br />I <br /> <br />I <br /> <br />I <br /> <br />Counc il Mi nutes <br />April 24, 1984 <br /> <br />Winkels reviewed staff report indicating that in the <br />last two weeks Unicare Homes has undertaken a program <br />of trying to determine the feasibility Df dOing the <br />Dther projects and have taken the second step. He <br />indicated that Mr. O'Meara from O'CDnnor & Hannon and <br />Mr. Rustin of Unicare Homes were present to answer <br />questiDns. <br /> <br />In response to Benke's questiDn, Winkels stated that <br />the Memorandum of Understanding would be signed this <br />evening. <br /> <br />O'Meara stated that Bill Layman, Layman Development <br />CDmpany, met with Winkels and they identified three <br />possible sites for a senior development. Working with <br />one of the sites (Silver Lake RDad and Rice Creek <br />Road), George Waltz, K. M. Development in Milwaukee, <br />prepared a plan for the site and reviewed the plans <br />with Council. <br /> <br />Benke asked for clarification of the location of the <br />community room and patio; Mr. Waltz clarified the <br />placement. <br /> <br />Schmidt stated that if we give preliminary approval, <br />it is cDnceivable that we would not be able to fund <br />this project even if we wish to, depending on what <br />New BrightDn's allocations might be. <br /> <br />O'Meara stated that, in accordance with LeFevere's <br />suggestions, two paragraphs had been added to the <br />resolution recognizing that the City has the right <br />to allocate what monies it has in any way they wish, <br />and that the two projects are tied together. <br /> <br />In response to Benke's inquiry about the time schedule, <br />O'Meara indicated that this is a process which will <br />take some time. They have to complete the feasibility <br />study and then detennine what assistance they might <br />need from the City. <br /> <br />There being no further comments, motion by Harcus, <br />seconded by Schmidt to close the publ ic hearing. <br /> <br />S Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Schmidt, to WAIVE THE <br />READING AND ADOPT A RESOLUTION GIVING PRELIMINARY <br />APPROVAL TO A PROJECT UNDER THE MINNESOTA MUNICIPAL <br />INDUSTRIAL DEVELOPMENT ACT, REFERRING THE PROPOSAL TO <br />THE MINNESOTA ENERGY AND ECONOMIC DEVELOPMENT AUTHORITY <br />FOR APPROVAL AND AUTHORIZATION AND PREPARATION OF <br />NECESSARY DOCUMENTS. <br /> <br />Page Three <br /> <br />Application for IRB's - <br />Unicare Homes <br />Report 84-103 <br />Resolution 84-49 <br />
