<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Mi nutes <br />April 24, 1984 <br /> <br />Sinda had nothing to add to the ramifications of new <br />Bulletin deadline for publications. <br /> <br />Blomquist voiced a strong objection to publishing <br />official actions of the Council prior to when they <br />have been taken. <br /> <br />Harcus stated he was comfortable allowing staff dis- <br />cretion. <br /> <br />Schmidt feels staff will have to pay a great deal Df <br />attention tD the scheduling of the public hearings, <br />if approval is given to dD so before the Council <br />meeting. Asked City Attorney for ramifications of <br />doing so. <br /> <br />LeFevere stated the City Council would have to ratify <br />the action of staff in the form of a resDlution. <br /> <br />Schmidt suggested that a form could already be pre- <br />pared for those types of circumstances, and has <br />no objection to staff requesting publication prior <br />to Council's approval. <br /> <br />Benke restated options of changing meeting night or <br />delaying public hearing publications. He shares <br />Blomquist's concerns to some extent but noted that <br />councilmembers do have a few days from the time they <br />receive their packets until actual publication in <br />the event they wish to withdraw a public hearing. <br /> <br />BlomqL...;,t mentioned that handling it in that manner <br />would be inviting decisions to be made outside of <br />regular council meeting, and he would prefer further <br />study for other alternatives. <br /> <br />MDtion by Schmidt, seconded by Harcus, that STAFF BE <br />ALLOWED TO PUBLISH PUBLIC NOTICES THE MONDAY PRIOR <br />TO COUNCIL ACTION WITH SUCH NOTICE TO BE RATIFIED AT <br />THE COUNCIL MEETING THE NEXT TUESDAY IF THE COUNCIL <br />CONCURS. <br /> <br />Blomquist feels, if the motion was passed, we would <br />be approving by defaul t and would prefer to lODk at <br />additional options. <br /> <br />Blomquist moved tD defer any action on this item and <br />direct staff to further consider possible options <br />for dealing with this matter.
