<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Mi nutes <br />May 8, 1984 <br /> <br />Schmidt asked if an ordinance could be created to restrict <br />sight-seers from disaster areas; would have to be done <br />beyond a city-wide basis. <br /> <br />Winkels indicated that internally everything went well, but <br />indicated a neeā¬! for a central system for contacti ng all of <br />the external agencies that are required (ie. Federal agency, <br />media, etc.). <br /> <br />Kelley indicated that we received much information from the <br />Department of?&lbl i c Safety, but suggested that each Depart- <br />ment Head shoul~ update their portion of the plan. Kelley <br />stated that the cooperation of the Council was outstanding; <br />made his job easier to know they were there to help, but <br />were not in our way. <br /> <br />Winkels advised Council that we are still requiring contract- <br />ors' bonding aM insurance information before granting a <br />license in order to protect property owners. This procedure <br />has created sage friction with home-owners, but we will con- <br />ti nue to screeJl the contractors in thi s manner. <br /> <br />Sinda stated the staff did a marvelous job in the whole <br />situation. Each department assessed their problems and <br />moved wi th thai. <br /> <br />Mati on by Schmlct, seconded by Ha rcus, to: <br /> <br />1. Direct Department Heads to communicate to each of <br />thei r departments the appreciati on of the Council <br />and the (Hyfor their efforts and contributions to <br />help in this emergency, <br /> <br />2. Authorize compensation for overtime for the non- <br />salaried personnel as well as the salaried personnel <br />below dep~rtment heads, <br /> <br />3. Authorize the City to pay one-half of the cost for <br />the invitation of all department heads and guest to <br />a dinner on June 21, 1984, <br /> <br />4. Direct staff to send a letter to the various cities <br />and agencies that sent people to New Brighton to <br />help us and to indicate our appreciation for their <br />support, and <br /> <br />5. Direct staff to review our emergency plan and to <br />make recmnmendations to Council regarding its <br />des ign amd modi fi cati ons. <br /> <br />Harcus suggested review should look at some way to take <br />a list of casuiI\lties and to have disaster victims taken <br />to a designate<<! area, getting names and destinations. <br /> <br />Page Six <br />
