<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />May 8, 1984 <br /> <br />Winkels reviewed staff report concerning a Purchase <br />Agreement received from Walbon & Company for City <br />property located east of Fifth Avenue and north of the <br />extended Third Street NW (generally southeast of Hypro <br />Pump) . <br /> <br />Harcus asked how long it would take to work out <br />sale of the property to the west of above-mentioned <br />property, thereby creating a larger parcel for a more <br />building- and labor-intensive use. <br /> <br />Winkels responded there miqht be a possibility we may <br />have something within two weeks. <br /> <br />In response to Benke's inquiry cDncerning the time <br />element involved in the Purchase Agreement from Walbon, <br />Winkels indicated that Agreement states that if the <br />Agreement is not accepted by May 9, 1984, it becomes <br />null and void. Further, the Agreement asks for 120- <br />day right to complete the condemnation or sale of their <br />current building. <br /> <br />Schmidt stated that, although he is reluctant to see a <br />fair offer jeopardized, it would be short-sighted of <br />Council to accept the offer tonight in view of long- <br />term future and potential tax base if a more intensive <br />development were to take place with the adjacent property. <br /> <br />Motion by Schmidt, seconded by Benke, to DEFER ACTION <br />ON THE PURCHASE AGREmENT BETWEEN WALBON & COMPANY <br />(THOMAS D. WALBON AND DARRELL R. WALBON) AND THE CITY OF <br />NEW BRIGHTON UNTIL THE MAY 22, 1984 COUNCIL MEETING. <br /> <br />Blomquist asked Mr. Walbon if time would be a prOblem if <br />they had to wait another two weeks. <br /> <br />Walbon responded it could be a real tight situa- <br />tion; they don't have an answer to their first problem. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels reviewed staff report. <br /> <br />Blomquist thanked everyone who put in time and effort <br />and asked for reactions as to how Emergency Plan worked; <br />what we learned from the experience. <br /> <br />Kelley indicated that the current emergency plan is <br />extremely cumberson; will be doing a flip-chart type of <br />document. Two critiques (one in-house, one with Ramsey <br />County) are pending. Although there were some mistakes, <br />which are to be expected, overall things went smoothly. <br />Our EOC lost power, which made things difficult.
