I

I

I

Council Minutes
Hay 8, 1984

Blomquist announced the Ramsey County League of Local
Government's May 16, 1984 meeting will focus on compu-
ters, noting that about six communities in Ramsey
County are going through the selection process for
computers and computer systems.

Benke summarized his comparative statistics (copy
attached) for the City of New Brighton by stating that,
based on the city-wide average, we have a relatively
high level of effort, which isn't showing up in the
various government aids kinds of formula discussions.
It is this type of discrepancy that forms the basis of
our arguments that the whole local governments aids
system needs an overhaul; those who are working hard
at keeping costs down and who are taxing themselves to
provide services. need to be considered in that formu-
la process. Figures show that perhaps cities like New
Brighton with the high average-valued home, maybe are
the ones that don't receive a lot of government aids.
and that is what the system was designed to do.

Schmidt thanked Benke for trying to bring clarity to the
property tax barrage and i ndi cated tha t Senator Novak
says this next year they are really going to be doing
something to deal with taxes and property taxes.

Motion by Blomquist. seconded by Schmidt. to have an
Executive Session on Tuesday, May 22. 1984. at 7:00 p.m.
with City Council, City Attorney, City Manager. and
Community Development Director to discuss proposed
settlement of litigation.

5 Ayes - 0 Nayes, Motion Carri ed

Winkels reminded Councilmembers of the depositions on
May 22, 1984 concerning Midwest Asphalt and asked them
to advise him of their availability.

Motion by Harcus, seconded by Benke. to adjourn the
meeting.

5 Ayes - 0 Nayes, Motion Carried
The meeting was adjourned at 9:07 p.m.

Page Nine

RCLLG May Meeting

1984 Property Tax Survey

Executive Session
Scheduled

Depositions, Midwest
Asphalt

~~~
Grego B. arcus, Mayor
--"-"-'-"" ".
\~/..
~~\~.-
Marga~ef - ,.-=(gan'..
Finanr.e Director/City Clerk
..~- " -- '---...
