<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Mi nutes <br />May 22, 1984 <br /> <br />Schmidt stated that he believes safety is an issue and <br />will vote against the motion. <br /> <br />Blomquist stated he was at the Citizen Study Committee <br />meeting when the issue was discussed; two of the six <br />members attending were strongly opposed to changing <br />the ordinance and four were moderately opposed. <br /> <br />Benke stated that because Police Chief Kelley was not <br />at the Citizen Study Committee meeting, he is asking <br />for the practices of other communities. <br /> <br />3 Ayes - 2 Nayes (Schmidt, Blomquist), Motion Carried <br /> <br />Winkels reviewed the staff report, emphasizing the <br />needs for elderly housing and that Ark would like to <br />have an exclusive right to work with the city during <br />this period of time. <br /> <br />Benke was concerned as to how this project relates <br />to the Trevi11a/Unicare proposal. <br /> <br />Winkels indicated that Unicare is looking at a rather <br />small project and that the Ark's site would not <br />interest them. Ark says a very broad range of elderly <br />needs that have to be met and would like to see what <br />needs could be met on this piece of property. <br />Winkels also indicated there would have to be sub- <br />stantial city assistance. <br /> <br />Blomquist inquired about the range regarding the <br />number of units; to be sold or rented; market rate <br />Dn subsidies. <br /> <br />Motion by Blomquist, seconded ~y Benke, to AUTHORIZE <br />THE MAYOR AND THE MANAGER TO EXECUTE A PRELIMINARY <br />DEVELOPMENT AGREEMENT WITH ARK HOUSING AND DEVELOP- <br />MENT, INC. AND THE WEBSTER INSTITUTE. <br /> <br />Schmidt asked if we would receive two applications <br />for the same site, or if this was a joint venture. <br /> <br />Winkels indicated it was a joint venture. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels reviewed staff report stating that there <br />are two agreements; one for the north side and one <br />for the south side of Tenth Street.
