<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Mi nutes <br />June 12, 1984 <br /> <br />Benke agreed there was a concern for a heavy amount of <br />traffic in a residential area. He thought that if Kelley <br />had his staff give special attention to the area, the <br />presence of police cars may decrease the problem. <br /> <br />Resident asked for speed bumps between Sixth and Seventh <br />Streets on 12th Avenue. Benke indicated that cars going <br />over speed bumps create a tremendous noise and that the <br />correct design is hard to get. Schmidt indicated that <br />speed bumps can cause vehicles tD go out of control; <br />there are similar problems throughout the city; it is <br />not feasible to have stop signs on every corner; and that <br />once problem areas are known to the city, through <br />petition, enforcement is those particular areas can be <br />increased. <br /> <br />Petitioner asked for another survey when it is not <br />raining, and particularly on nights that softball games <br />are being played in Hansen Park. Proper respDnded that <br />on one of the survey nights the traffic did peak about <br />nine o'clock at night, indicating there cDuld have been <br />a qame on that particular eveninq. <br /> <br />Motion by Schmidt, seconded by Blomquist, to HAVE STAFF <br />OBTAIN, THROUGH PARK AND RECREATION, A SCHEDULE FOR <br />SOFTBALL GAMES, TO ASK STAFF TO DO ANOTHER SURVEY TO BE <br />SURE VAlID DATA IS AVAILABLE, AND FOR STAFF TO USE <br />WHATEVER ENFORCEMENT AND MONITORING DEVICES THEY DEEM <br />APPROPRIATE AND REPORT BACK TO COUNCIL WITH THEIR <br />FINDINGS IN THIRTY (30) DAYS. <br /> <br />Resident asked if speed limit could be lowered during <br />busy time. Harcus stated it could be done, but didn't <br />think it would be enforceable. <br /> <br />In response to an inquiry regarding the cost of the <br />stop signs, Harcus stated that whether or not it <br />complies with the standards that warrant stop signs <br />is the concern. <br /> <br />Resident again stressed that, as a result of the parking <br />lot being installed, the traffic is being funneled down <br />12th Avenue. <br /> <br />Resident asked if a stop sign would be installed after <br />someone was killed on that corner. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Holewa reviewed staff report concerning recommendations <br />to council by Citizen Study Committee, noting that <br />several Committeemembers were present to respond to <br />comments and questi ons, as was the architect. <br /> <br />Page Three <br /> <br />City Hall Space <br />Report 84-149 <br />
