<br />I <br /> <br />I <br /> <br />I <br /> <br />MINUTES <br />SPECIAL WORKSESSION <br />city Council and Citizen Study committee <br /> <br />June 26, 1984 <br />6:00 p.m. <br />City Hall <br /> <br />DISCUSSION TOPIC: City Hall Expansion - Police Department <br /> <br />PRESENT: Council - Mayor Harcus, Councilmembers Benke, Blomquist <br />Janecek, and Schmidt <br /> <br />Citizen <br />Study <br />Corom. <br /> <br />- Chairman Horn, Comrnitteemembers Biernat and <br />Jones <br /> <br />Staff <br /> <br />- City Manager Sinda, Administrative Assistant <br />Holewa, Police Chief Kelley <br /> <br />Other <br /> <br />- Bob Pierce, architect, of Lindberg pierce, Inc. <br /> <br />Mayor Harcus stated the purpose of this meeting was to discuss the <br />police department's space requirements. Councilmember Benke asked <br />if some consolidating of office space could be achieved. Chief <br />Kelley responded that the additional office space represents future <br />staffing issues. <br /> <br />Deputy Chief Office <br /> <br />From a management perspective, Kelley sees no need for a deputy <br />chief at the present time. However, in projecting future staffing <br />needs, the position may have to be recreated in the future. <br /> <br />Juvenile Officer/Crime Prevention <br /> <br />According to Kelley, the juvenile officer position was left vacant <br />when the former officer resigned. The school system, along with <br />the chief, feels a need to recreate this position. Have lost some <br />significant contact and investigative information from the schools. <br /> <br />Kelley also stated a full-time crime prevention officer is becoming <br />a necessity for police departments across the country. As the New <br />Brighton community becomes older, the crime rate has a tendency to <br />rise. <br /> <br />Video Taping/BreathTesting <br /> <br />The city currently must use testing facilities at other locations <br />for DWI arrests. Average DWI takes about 2~ hours to book. This <br />is time that best could be spent on patrol by the officer. If <br />the city was to purchase its own breath testing equipment today, <br />it would have a payback period of about 2~ years. <br />
