FOR THE <br />PURPOSE OF CONSIDERING THE ESTABLISHMENT OF TAX INCRE- <br />MENT DISTRICT #5 and to CALL A PUBLIC HEARING FOR <br />JULY 24, 1984 AT 7:30 P.M. FOR THE PURPOSE OF CONSID- <br />ERING AN AMENDMENT TO THE NEW BRIGHTON MUNICIPAL DEVEL- <br />OPMENT DISTRICT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels had nothing to add to the staff report con- <br />cerning the Economic Development Organization. <br /> <br />Harcus feels the group should be a broad-based, active <br />working group with representation from the school dis- <br />trict (staff or board member), business community <br />(retail ,manufacturing, bank) and a person from the <br />Planning Commission (perhaps Roger Williams) making up <br />a 12-member organization. <br /> <br />Benke asked if the group would be patterned after other <br />boards, with specific terms of office, etc. <br /> <br />Winkels indicated the Economic DevelDpment Organization <br />can be constructed however the committee desires; Council <br />would define duties. <br /> <br />Benke stated Council should decide how many members it <br />would like in the organization, then asked how to set up <br />the group and felt Council should playa very specific <br />role, such as appointing the chairperson. <br /> <br />Schmidt mentioned several persons were already very <br />interested in service and that those persons may know <br />of and recruit other interested persons. <br /> <br />Blomquist expressed concern about the workload impact of <br />this organization on city staff. Winkels indicated he <br />didn't believe it would have a greater impact on his <br />time than there is currently. <br /> <br />Blomquist sees a significant amount of paper work the <br />first year, and that it would be up to staff to accom- <br />plish everything. Winkels indicated that a lot has <br />already been done but there are a few major items yet <br />to do (labor survey, economic development plan) but <br />felt that, if the committee works as it should, there <br />would not be a big drain on staff. <br /> <br />Blomquist felt the size of the organization should be <br />set at 12 plus a chair, the organization openings <br />should be advertised, and the Council would appoint <br />the chairperson. <br /> <br />Page Six <br /> <br />Star Cities Program, <br />Economic Development <br />Organization <br />Report 84-171 <br />
