<br />. <br />" <br /> <br />Council Minutes <br />July 10, 1984 <br /> <br />1 <br /> <br />Announcements and Updates <br /> <br />Sinda mentioned that as the Primary Election will be on <br />our regularly scheduled Council Meeting night, September <br />11,1984, a new night would need to be designated. <br /> <br />Motion by Janecek, seconded by Benke, to HOLD THE FIRST <br />COUNCIL MEETING OF SEPTEMBER 1984 ON WEDNESDAY, SEPTEMBER <br />12, 1984 RATHER THAN TUESDAY, SEPTEMBER 11,1984 BECAUSE <br />OF A CONFLICT WITH THE PRIMARY ELECTION ON SEPTEMBER 11, <br />1984. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Blomquist stated that the Ramsey County League of Local <br />Governments' July meeting will be on July 18th; it will <br />consist of a picnic and a tour of lakes in Ramsey <br />County. Asked that Environmental Quality Commission and <br />the Park Board be invited. <br /> <br />I <br /> <br />Harcus noted that on July 18th there will be a breakfast <br />meeting with Sandra Gardebring, the new Metropolitan <br />Council Chairperson, and asked that a reservation be made <br />for him. <br /> <br />Schmidt indicated that he had received a phone call from <br />our Metropolitan Council representative, Chuck Wiger, who <br />advised that Bernie Skrebes has been placed on the list <br />of final candidates for the Transit Board. <br /> <br />Council Business, continued <br /> <br />Benke stated he didn't believe the paper got at the issue <br />the council was looking for. Would like to see a comparison <br />of the overlaps in functions and responsibilities of the <br />civil service mechanism, union contract's grievance process, and <br />personnel code as it relates to hiring, firing, discipline <br />and all things that the Civil Service Commission was created <br />to address. Also, there is recourse to the court system. As a <br />housekeeping measure, Benke felt we should consider eliminating <br />and/or modifying the civil service process. He would like a <br />comparison analysis before taking any course of action. <br /> <br />Harcus concurred. <br /> <br />1 <br /> <br />Schmidt's reaction was that the process appears to be working; <br />maybe some is related to what we perceive to be the professional <br />enhancement; might be some reasons not to make a change and <br />didn't feel 'there was enough justification to make a change. <br />Going to a referendum at this time didn't seem to have a positive <br />purpose. <br /> <br />Page Six <br /> <br />Ramsey County League of <br />Local Governments <br /> <br />Metropolitan Council, <br />Breakfast Meeting <br /> <br />Transit Board, Bernie <br />Skrebes <br /> <br />Civil Service Commission <br />Paper discussion, <br />continued <br />
