<br />." r <br /> <br />,+ <br /> <br />Council Minutes <br />July 10, 1984 <br /> <br />1 <br /> <br />Blomquist agreed with Schmidt, saw no overwhelming reason to <br />change; perhaps there should be some written objectives and <br />expectations of the Commission (meeting dates, duties, issues <br />it would address) and be made a part of the city's ordinance <br />and city codes for implementing the activities of the Commission. <br /> <br />Janecek stated the Commission appears to be working; agreed with <br />Blomquist as we are not always aware of what the Commission is <br />doing. <br /> <br />Harcus agreed, too, that it is working, but wondered how much <br />of the current process depends on the personalities involved. <br /> <br />Benke suggested we don't wait until it no longer works before <br />fixing it; this report doesn't address the duplications and the <br />overlaps; feels a need for further staff work. <br /> <br />Blomquist would be interested in staff comments. <br /> <br />Holewa stated he could take a look at comparing union's grie- <br />vance procedure, hiring and recruitment versus the city's <br />personnel ordinance. <br /> <br />I <br /> <br />Sinda indicated that there is a good working relationship <br />between the Chi ef and the City Manager and that the Civil <br />Service has worked very well with the Chief in professional- <br />i zi ng the department. S1 nda stated, as there may be a time <br />in the future when a conflict could occur, maybe we should <br />look at what Roseville did or maybe we could work harder <br />through the League. <br /> <br />Harcus asked how much authority the city has with regard to <br />the structure of the Commi ssion. <br /> <br />Geraldine Evans, member of the Civil Service Commission, <br />indicated the Commission is fairly tightly regulated by <br />state law; invited council and city manager to next meeting; <br />felt comfortable working with the process when a new police <br />chief was hired and in grievance situations. <br /> <br />Schmi dt stated it is important for the council to be fully <br />aware of the charter and would like staff to furnish council <br />with the role-function that the Commission follows. <br /> <br />Motion by Harcus, seconded by Benke, that STAFF PREPARE A <br />REPORT AND REPORT BACK TO THE COUNCIL IN AUGUST. <br /> <br />1 <br /> <br />Evans suggested a joint-meeting of council and Commissioners; <br />would be a learning process both ways. <br /> <br />Benke suggested that it be placed at the end of a short <br />agenda in the near future, either as the last item on an <br />agenda or as a worksession after adjournment, whichever <br />worked best for staff.
