Past proposals were <br />either not acceptable or financially feasible. We could turn <br />this project down, but we may never know what the next one <br />will look like. I suspect we'll never get the combinations <br />of good things we need to approve it. I'm comfortable with <br />this because we are guaranteed by the terms of the Development <br />Agreement that we are not going to end up with empty buildings. <br />We haven't rushed into this. Council is not elected and staff <br />is not hired to look for utopian projects that would be in <br />agreement with 100% of the population. Some are in favor of <br />this project; others are not. We have been elected to weigh <br />the pluses and the minuses. I believe this project meets as <br />many of the objectives of the city as the council could hope <br />for, and it will solve some problem-parcel development issues <br />and i~prove the gateway to downtown. Believes it will be good <br />for all of the people and, for that reason, he supports a <br />positive action. <br /> <br />Motion by Schmidt, seconded by Blomquist, to WAIVE THE READING <br />AND HOLD THE FIRST READING OF AN ORDINANCE AMENDING THE NEW <br />BRIGHTON ZONING ORDINANCE BY REZONING CERTAIN PROPERTY WITHltJ <br />THE CITY OF NEW BRIGHTON FROM R-l, SINGLE FAMILY RESIDENTIAL, <br />TO R-3B, MULTIPLE FAMILY RESIDENTIAL, and to <br />WAIVE THE READING AND HOLD THE FIRST READING OF AN ORDINANCE <br />AMENDING THE NEW BRIGHTON ZONING ORDINANCE BY REZONING CER- <br />TAIN PROPERTY WITHIN THE CITY OF NEW BRIGHTON FROM R-2, TWO <br />FAMILY RESIDENTIAL, TO B-3, GENERAL BUSINESS. SUBJECT TO THE <br />FOLLOWING CONDITIONS: <br /> <br />1. THAT THAT PORTION OF THE PROJECT AREA NORTH OF 10TH <br />STREET CURRENTLY ZONED R-2, TWO FAMILY RESIDENTIAL, BE <br />REZONED TO B-3, GENERAL BUSINESS. <br />2. THAT THAT PORTION OF THE PROJECT AREA SOUTH OF 10TH <br />STREET CURRENTLY ZONED R-l, SINGLE FAMILY RESIDENTIAL, <br />BE REZONED TO R-3B, MULTIPLE FAMILY RESIDENTIAL. <br />3. APPROVAL OF PRELIMINARY PLAT, PL-138. <br />4. APPROVAL OF PRELIMINARY PRD-40. <br />5. APPROVAL OF A COMPREHENSIVE PLAN AMENDMENT. <br />6. APPROVAL OF SITE PLANS, LP-160 AND LP-161. <br />7. THAT THE SECOND READING OF THE ORDINANCES AMENDING THE <br />NEW BRIGHTON ZONING CODE BY REZONING CERTAIN PROPERTY <br />WITHIN THE CITY OF NEW BRIGHTON FROM R-l TO R-3A AND <br />FROM R-2 TO B-3 BE DELAYED UNTIL THE DEVELOPERS' <br />FINANCIAL COMMITMENT TO THE SITE IS GUARANTEED. <br />8. THE DEVELOPMENT AGREEMENT FOR A SINGLE-STAGE DEVELOPMENT <br />BE REACHED BETWEEN THE DEVELOPER AND THE CITY OF NEW <br />BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />
