<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />August 28, 1984 <br /> <br />Dennis Fundmeister, 769 - 10th Avenue NW, attended all Planning <br />Commission meetings. Concerned about guarantees. <br /> <br />Harcus explained Development Agreement guarantees. Winkels <br />explained what would happen in the event of default. <br /> <br />Fundmeister asked if residents would be paid piecemeal; Winkels <br />responded that the city would buy all the properties at once, <br />simultaneous acquisitions. Winkels also explained that there <br />would be no lost taxes during development. <br /> <br />Ron Waldock, 889 Highway 100, stated he had checked the traffic <br />and saw no problem. <br /> <br />Jim Doherty, 751 - lOth Ave.NW, is against the project. Winkels <br />stated the city would not be selling corrected and buidable <br />land; the land would be sold in "as is" condition. <br /> <br />Motion by Schmidt, seconded by Blomquist, to close the public <br />hearing. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Blomquist asked about the storm sewer capabilities; Proper <br />responded it's a good system that was put in in 1979 when <br />lOth Street was upgraded and there would be no need to add a <br />trunk sewer and that only minor installations (drains) would <br />be needed in parking lots at applicant's cost. <br /> <br />Schmidt commented he was on the Planning Commission when the <br />language was drafted into the Comprehensive Plan; rather than <br />spotty areas (restaurant, doctor's office) the language says <br />it would have to be a total commercial project all the way <br />down to where the apartments are because back then people saw <br />that corridor as a gateway to the city, recognizing that we <br />couldn't no anything about where the freeway went. Although <br />McCullogh's hotel project didn't work out in the past, they <br />suggested we build from the fringes inward. Believes this <br />counci 1 has been very di 1 i qent in efforts to work II'i th commer- <br />cial and residential developers to imrpove the imaqe of the <br />community and the quality of the developments.
