I

I

I

Council Minutes
August 28, 1984

Page Seven

Wa lter Koni eczny, 809 Hi ghway 1m, stated New Bri ghton is its
people, not its buildings, and asked council to see the
difference of emotional problems versus empty buildings.

Al Logelin, 933 - 11th Ave. NW, thought the rezoning was
settled once before; felt condemnation was not in the best
interests of the citizens; felt growth should begin in the
hub; expressed concern about north side of Tenth Street
being completed (no guarantees); concerned about traffic;
feels projection of 20% increased traffic may be conserva-
tive.

Svee indicated that, due to the delay since May of 1984,
they would recommend the project be done all at one time,
rather than doing the south side first, then the north
side of Tenth Street. Mr. Svee stated they would be will-
ing to go back to one development agreement for the entire
project area.

P~ul Holmes, 763 - 9th Ave., indicated that people are
going through downtown to avoid 35W and asked for a two-
way traffic count on 9A, not just northbound. Opposed to
project until a complete traffic survey is done.

Chester Burkheimer, 909 Tenth Street, expressed respect
for right to express opinion; in favor of project 100%.

Burkheimer felt it is better to do something that do nothing;
stating if we do something, we can alter and correct it, if
necessary; all problems can be worked out with city engineer
and Ramsey County engineering; would like to get out of state
of limbo; it's time a decision was reached.

Joel Olson, 951 - 11th Avenue NW, against the project; doesn't
feel people should have to give up their homes; believes the
traffic will be increased more than the 20% predicted; feels
homes should be put in, but not taken away.

Roger Joyce, 744 - 10th Avenue NW, stated the Planning Commi-
ssion denied the project because of its zoning and traffic.
Opposed to apartment buildings of any kind in that area.
