I

I

I

ouncil Minutes
August 28, 1984

Krueger reviewed staff report concerning a request for rezoning,
preliminary planned residential development, and preliminary
plat approval for a mixed use development to be known as Water
Ridge Plaza, and stated the Planning Commission has recommended
denial of the project indicating their two major concerns were
traffic and rezoning the residential portion.of the project.

Applicant Jerry Svee, CBA Residential Development, Ltd., stated
modifications had been made to the project that was presented
to council in May of 1984; modifications were results of dis-
cussions with individuals in the community and the Planning
Commission.

Dave C~rlson, architect, indicated three major changes from
original proposal: reduced single family zero-lot-line
homes by two; reduced number of units in apartment buildings
by four; and parking and traffic pattern around office and
commercial development was changed. Lyons indicated Ramsey
County states the traffic generated by this project would
increase by twenty percent (20%).

Svee indicated this project: responds to the Comprehensive
Plan's desire to revitalize the area; will bring quality
residents into the City, will create jobs that are not here
now, and will increase the tax base quite significantly;
will raise the market value from the current $1 million to
in excess of $10 million; will increase taxes 12 to 14
times over what they are now. Svee stated they are aware
of the soil problem and the proposal includes necessary soil
correction; seventy percent (70%) of the land is vacant, poor
soil will make it difficult for anyone person to develop it
one lot at a time. Svee believes this project will help the
downtown area (see letter from Art Braun, New Brighton
Medical Center. attached to these minutes).

Jim Faust. 1708 - 17th Avenue NW, President of New Brighton
Chamber of Commerce, highlighted two paragraphs of his
1 etter to the council members ; expressed bus i ness communiti es
distress of denial of Planning Commission; some businesses
are concerned about the lack of traffic in the downtown
area; City of New Brighton needs to grow and increase the
tax base; New Brighton Chamber of Commerce expresses the
desire to have the City Council vote in favor of this
project.

Page Six

Water Ridge Plaza
R-126, PRD-40,
PL-138, LP-160,
LP-161
Report 84-223
Resolution 84-124
Resolution 84-125
