<br />I <br /> <br />I <br /> <br />I <br /> <br />ouncil Minutes <br />August 28, 1984 <br /> <br />Krueger reviewed staff report concerning a request for rezoning, <br />preliminary planned residential development, and preliminary <br />plat approval for a mixed use development to be known as Water <br />Ridge Plaza, and stated the Planning Commission has recommended <br />denial of the project indicating their two major concerns were <br />traffic and rezoning the residential portion.of the project. <br /> <br />Applicant Jerry Svee, CBA Residential Development, Ltd., stated <br />modifications had been made to the project that was presented <br />to council in May of 1984; modifications were results of dis- <br />cussions with individuals in the community and the Planning <br />Commission. <br /> <br />Dave C~rlson, architect, indicated three major changes from <br />original proposal: reduced single family zero-lot-line <br />homes by two; reduced number of units in apartment buildings <br />by four; and parking and traffic pattern around office and <br />commercial development was changed. Lyons indicated Ramsey <br />County states the traffic generated by this project would <br />increase by twenty percent (20%). <br /> <br />Svee indicated this project: responds to the Comprehensive <br />Plan's desire to revitalize the area; will bring quality <br />residents into the City, will create jobs that are not here <br />now, and will increase the tax base quite significantly; <br />will raise the market value from the current $1 million to <br />in excess of $10 million; will increase taxes 12 to 14 <br />times over what they are now. Svee stated they are aware <br />of the soil problem and the proposal includes necessary soil <br />correction; seventy percent (70%) of the land is vacant, poor <br />soil will make it difficult for anyone person to develop it <br />one lot at a time.
