<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />Augus t 28, 1984 <br /> <br />Page Five <br /> <br />Wells explained the relationship of the building to where the <br />best soil exists and reviewed project drawings and, in response <br />to Benke's question. indicated that truck traffic would be <br />small trucks (vans. station wagons, etc.) once the project was <br />completed but that, initially, larger trucks would be bringing <br />in the equipment. <br /> <br />Dick Erickson, 536 Fourth Avenue NW, had two petitions. As a <br />result of the first petition, a former council felt it would <br />need a 60-foot setback to serve as a buffer between residenti al <br />and industrial. Second petition expressed the need for a buffer <br />and Erickson expressed concern as to the type of trucks that <br />would be using the leased space. <br /> <br />In response to Harcus' question, Erickson indicated a wooded <br />area or townhouses would be a good use for the land. <br /> <br />Norm Brunn. 409 Fourth Avenue NE, was opposed to a 40-foot set- <br />back but not the type of project. <br /> <br />Motion by Blomquist, seconded by Janecek, to WAIVE THE READING <br />AND ADOPT A RESOLUTION MAKING FINDINGS OF FACT AND RECOMMENDING <br />APPROVAL OF VN-236 TO ALLOW FOR LESS THAN THE REQUIRED FRONT <br />AND REAR YARD SETBACKS. <br /> <br />Benke stated we are in a compromise situation (they have pro- <br />vided landscaping for a buffer, put parking away from residents, <br />and have provided a high quality building) and supports the vote <br />for the variance. <br /> <br />Schmidt expressed similar feelings and also supports the variance. <br /> <br />Harcus also noted the $700,000 tax base and 30 jobs in the next <br />few years. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Schmidt, to APPROVE LP-164 <br />SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />1. FINAL GRADING AND DRAINAGE PLANS BEING APPROVED BY RICE <br />CREEK WATERSHED DISTRICT AND CITY ENGINEER. <br />2. VARIANCE, VN-236, APPROVAL FOR REDUCED FRONT AND REAR <br />BUIDLING SETBACKS. <br />3. DEVELOPMENT OF A LANDSCAPE PLAN ALONG THE ENTIRE FIFTH <br />STREET NW FRONTAGE, TO BE INSTALLED AS PART OF THE <br />CONSTRUCTION OF THE FIRST PHASE. <br />4. MAINTENANCE OF THAT PORTION OF THE SITE WHICH WILL RE- <br />MAIN UNUSED UNTIL THE SECOND PHASE CONSTRUCTION. <br />5. CONFORMANCE WITH SITE AND LANDSCAPE PLANS AS SIGNED <br />AND DATED BY APPLICANT AND CITY PLANNER. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />
