<br />I <br /> <br />I <br /> <br />I <br /> <br />Counci 1 llfinutes <br />January 10, 1984 <br /> <br />Page Ten <br /> <br />City Manager advised that late this afternoon, the City <br />Engineer approached him with the Iron Removal Facilities <br />project's problem. <br /> <br />Iron Removal <br />Facil i ti es <br /> <br />City Engineer indicated that Chuck Barger, RCM, is present <br />to discuss the Iron Removal Contract. The contractor is <br />is threatening a possible slowdown to solve the problem. <br />The City Engineer distributed a timetable to the Council. <br /> <br />Chuck Barger stated that he would certainly provide us <br />with any information we would need to justify the <br />$90,000. It could go to either negotiation or arbita- <br />tion. The City could end up in no better position than <br />they are now, and would be burdened with extra expenses <br />of staff, attorneys, time, etc. <br /> <br />He feels comfortable with the $90,000 and feels it is a <br />reasonable request. Construction has been delayed through <br />no one's fault, delays are one of the things that occur <br />in a job of this nature. Delays have taken them out of <br />summer construction and into winter construction (costly <br />to enclose and heat the faci1 ity). <br /> <br />Barbarossa will have complete access to Well Site 11 by <br />March 1, 1984, they are working full time on Well Site 11 <br />and moving very rapidly. Most of the equipment is in <br />Twin City area. <br /> <br />Barbarossa expects Well Site #10 to be in operation <br />sometime in May of 1984. <br /> <br />Harcus asked if we will have another claim down the road. <br /> <br />Barger stated that there would be no further claim on the <br />de1ay claim. <br /> <br />Harcus asked why, in October when we real i zed that the <br />project was in trouble, the council wasn't notified. <br /> <br />Schmidt stated that a memo from staff to Council would <br />have been appropriate, not only for this project, but <br />for any job in the future. <br /> <br />Benke asked if thi s was the fault of the well contractor. <br /> <br />City Engineerindicated it was not and that they had done <br />everything possi bl e to expedite the project. It was <br />basically the conditions of the formation we are drilling <br />in. The completion date was set so the contractors could <br />could go to work and work continally, and they did. This <br />was a very fast-track schedule. <br /> <br />Benke asked if the delay on Sj te 11 was because of tools <br />lost. <br /> <br />,.
