<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />February 14, 1984 <br /> <br />Charlie LeFevere updated the Council on the Well Contamina- <br />tion events since Rudy Boschwitz's field representative <br />attended our January 24, 1984 Council Meeting. <br /> <br />John Drawz (City Attorney's office) was contacted and met <br />with local representative from Senator Boschwitz's office <br />in an attempt to bring the senator's office up to date about <br />our City's problems and to determine how the Senator might <br />be helpful. Although nothing has been set up, it might be <br />advantageous for a group from New Brighton to go to <br />Washington, DC to meet with the Senator and his staff and <br />other representatives from Minnesota, preferably local <br />representatives., It would be up to the Council to determine <br />who would comprise the delegation to Washington, DC and how <br />influence may be brought to bear. <br /> <br />Schmidt stated that he and Blomquist met as part of task <br />force with environmentalist group and John Drawz. Recog- <br />nizing that no action has been taken by the Federal govern- <br />ment, as well as the timetable set forth by Mr. Drawz, they <br />concluded that it would be opportune for us to pick up <br />earlier discussions from the Attorney General IS office and <br />involve local legislators in the conference also. Contacts <br />should be made with senators and councilmen to add pressure <br />and see what lobbying efforts can be done (Novak and Knuth <br />should also be involved). Schmidt thinks council should <br />consider what efforts could be made on a Federal basis <br />(lobbying, litigation) but first have City Manager find out <br />what St. Louis Park has done. We would need to know what <br />litigation would cost us and how it would be funded. <br /> <br />Blomquist indicated it would be wise for us to get assist- <br />ance from the Attorney Generalis office and that we should <br />identify what our objectives would be. <br /> <br />Benke has no problem with sending a delegation to Washing- <br />ton, DC but thinks we should do a first wave of lobbying <br />locally (Vento's open house on February 25th, Durenberger, <br />etc.) and plan the Washington, DC trip, or even save us <br />the trip. <br /> <br />Harcus indicated he would like staff to explore pros and cons <br />of what we could expect. <br /> <br />Schmidt pointed out that we do have four to five months and <br />that time should be spent gathering information, making local <br />contacts and provide information to Washington, DC in <br />advance.
