<br />I <br /> <br />I <br /> <br />I <br /> <br />Counc i 1 Minutes <br />February 14, 1984 <br /> <br />City Attorney mentioned that they are working on a "plan of <br />action" recognizing that New Brighton is in the middle of a <br />"Catch 22" between U. S. Army and EPA. One thing we could <br />do would be to exert pressure on EPA to spring super fund <br />money loose (may not be too productive unless they change <br />their position to the extent that the super fund monies can <br />be used for a problem which may have been caused by a <br />federal entity); another would be to exert pressure on the <br />U. S. Army to take responsibility; and the third would be <br />to suggest some legislative answers to the problem (change <br />the federal super fund law to allow for those funds to be <br />used in circumstances where the federal government may be <br />responsible for contamination,with the provision that the <br />EPA can then seek reimbursement from the appropriate <br />federal agency if it is later determined that the Federal <br />government is responsible). <br /> <br />As staff had nothing to add to the report, Benke made a <br />motion which was seconded by Harcus to REVIEW THE CAPITAL <br />IMPROVEMENT PLAN AT 6:30 p.m., TUESDAY, FEBRUARY 28, 1984 <br />WITH COUNCIL ACTION TO BE TAKEN DURING THE REGULAR MEETING <br />THAT SAME EVENING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Jim Winkles reviewed the staff report concerning the Petition <br />to Change the Name of a Portion of 14th Street NW and <br />Innsbruck Trail in Innsbruck North New Brighton 3rd Addition <br />emphasizing that the petitioners would be willing to pay for <br />all costs incurred by anyone affected by the street name <br />change. <br /> <br />Tom Thompson, 2908 - 14th Street NW, opposes the change and <br />cited the following reasons: (1) The New Brighton Fire <br />Department has come out against the name change, (2) It <br />has been turned down before, (3) Thinks it's based on the <br />whim of a wealthy developer, (4) Concern about emergency <br />service, and (5) a conflict between what the petitioners <br />state and what the City Planner states (2901 - 14th Street <br />NW is excluded), putting name change in middle of block. <br /> <br />Benke restated the Fire Department's concern of a named <br />street versus a numbered street. <br /> <br />Schmidt stated that the supplement to the petition clearly <br />indicates that the petitioners are willing to bear the <br />costs incurred in changing the street name. That wasn't <br />clear'at the last meeting and when he made a motion that <br />had-that condition attached, the motion did not pass.
