<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />February 28, 1984 <br /> <br />Blomquist supports the direction Sinda is taking. <br /> <br />Schmidt stated that, from a policy standpoint, one <br />of his considerations was that the city should not <br />be advocating for the project because of the taxes <br />that are going to be realized if the project goes. <br />An independent consultant/planner giving some opinion <br />after a careful review is advisable; but, we should <br />have an application, and why should we pay for the <br />consultant? There should be some structure, some <br />initial fee. <br /> <br />Harcus agreed that, unless there is a formal applica- <br />tion, we shouldn't do it. He also agreed that the <br />City should develop a relationship with a consultant <br />to have available on an on-call basis. <br /> <br />Janecek agrees that there is a great deal of objec- <br />tivity that a group like this can give that those of <br />us that have ItJOrked here for awhi 1 e can I t have, but <br />that it should be clear for whom they are working. <br /> <br />Blomquist agrees that it is important that it is <br />known that the services are obtained by the <br />city and not the developer; but also thinks that <br />Schmidt has a point and perhaps a letter expressing <br />a concept review would be appropriate. We should <br />request this from a developer and charge-back the <br />cost. <br /> <br />Harcus indicated the city should have a set of criteria <br />for'developers so that they are aware of the steps to <br />be taken. <br /> <br />Sinda asked if Council would be comfortable going <br />ahead with this one (six-story on Silver Lake Road) <br />and then v:riting a policy for future situations. <br /> <br />Consensus of council was that they would agree if we <br />also had an Application. Schmidt indicated that in <br />addition to the Application, he would like a letter <br />stating that they would reimburse the city for this <br />type of review. <br /> <br />Blomquist stated that in the past the city has paid <br />for this type of review. <br /> <br />Schmidt has a predisposition for a six-story build- <br />ing going up on this particular piece of property. <br />However, if an independent consultant reviewed the <br />situation and formed an opinion that a six-story <br />building would be feasible, Schmidt would modify <br />his presidposition, but he feels the developer <br />should pay for the review. <br /> <br />Page Eleven <br />
