<br />I <br /> <br />I <br /> <br />Council Mi nutes <br />February 28, 1984 <br /> <br />Harcus stated that based on the work session held <br />earlier this evening, another work session should <br />maybe be held after the Team Building/Goal Setting <br />Seminar on March 23-24, 1984. <br /> <br />Schmidt had suggested to John Vinton that part of <br />the team building process might be w6rking on some <br />of our different philosophies with respect to <br />financing projects, etc. and building consensus on <br />how to proceed to establish those goals and object- <br />ives. <br /> <br />Harcus indicated that perhaps the Finance Policy <br />Advisory Board could have a chance to formulate <br />questions we want to consider. <br /> <br />Benke noted that the Board will not have a chance <br />to react. <br /> <br />Blomquist suggested that the plan be adopted, with <br />a change regarding the wells, and then continue <br />the discussion of policy at the retreat and then <br />perhaps holding a further work session. later. <br /> <br />Egan stated that that basically is the recommenda- <br />tion, to adopt the plan now and make policy changes <br />within the plan at later dates. <br /> <br />Schmidt emphasized that the Council always has the <br />right to modify the plan, depending on what policy <br />changes are made. <br /> <br />Motion by Schmidt, seconded by Janecek, to waive the <br />reading and adopt a resolution ADOPTING THE FIVE <br />YEAR CAPITAL IMPROVEMENT PLAN FOR THE PERIOD 1984 <br />THROUGH 1988. <br /> <br />Motion by Blomquist, seconded by Janecek, to AMEND <br />THE PLAN BY MOVING THE WELL OR CARBON ABSORPTION <br />SYSTEM (Page 11-4) FROM 1987 TO 1986 AND ADDING A <br />SECOND WELL OR CARBON ABSORPTION SYSTEM (Page 11-5) <br />UNDER THE 1988 PLAN. <br /> <br />Proper explained the risks of moving too fast or too <br />slow with the construction of additional new wells <br />or carbon absorption systems. <br /> <br />Schmidt stated that Blomquist's concern is prudent. <br />I .
