Proper talked to the petitioner and the con-
sensus was that a feasibility study be ordered and
possibly hold a public hearing.

Blomquist asked the cost of a feasibility study.

Proper indicated it would be very minimal.

Blomquist encouraged looking at other alternatives.

Benke questioned the possibility of the northern
property being subdivided and in need of access.

Schmidt asked how many property owners would be
benefitted besides Mengelkoch.

Proper indicated that two others could be benefitted.

Schmidt asked the amount of frontage in" terms of how
assessment would be split.

Proper indicated the assessment would be $50 per front
foot plus $5,000 of city cost as we follow our
policy.

Schmidt had no problem with ordering a feasibility
study to determine which way we should go.

Proper indicated he would also recommend a public
hearing.

Benke stated he thinks staff should contact each of
the owners and come to some resolution. before the
Public Hearing, if possible.

Motion by Blomquist, seconded by Janecek, to waive
the reading and adopt a resolution ORDERING AN
ENGINEERING FEASIBILITY STUDY FOR IMPROVING 14th
STREET N.E., EAST OF FIRST AVENUE.

5 Ayes - 0 Nayes, Motion Carried

Motion by Blomquist, seconded by Benke, to waive
the reading and adopt a resolution ACCEPTING THE
FEASIBILITY STUDY AND CALLING FOR A PUBLIC HEARING
ON THE PROPOSED 1984 IMPROVEMENTS.

5 Ayes - 0 Nayes, Motion Carried

Page Four

Feasibility Study, Proposed
1984 Public Improvement
Projects
Project 84-54
Resolution 84-21
