Report #83-104 <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />Council Business <br /> <br />The City Engineer reviewed the staff report <br />regarding the request from parents at St. John <br />the Baptist School to blockade Third Avenue N.W. <br />It was indicated that there had been only one <br />recorded incident in 1976. <br /> <br />Request for <br />Barricades-St. <br />John's School <br />Report #83-105 <br /> <br />Michael Shardlow, 1170 Pike Lake Dr., representing <br />500 parents at St. John's, asked for the six weeks <br />remaining in the school year to test the proposed <br />barricades. <br /> <br />Councilmember Janecek indicated she was concerned <br />about setting a precedent, but that she could not <br />think of a similar situation and questioned how <br />much traffic there was in that area. <br /> <br />Mr. Shardlow responded that they had counted three <br />cars in the two hour period in question. He indicated <br />their concern was that it would become a growing prob- <br />lem, and that the new clinic would possibly increase <br />the traffic and that at present, they are not talking <br />about a great number of cars. <br /> <br />Councilmember Schmidt questioned what other options <br />there were besides barricading, and had those options <br />been explored? <br /> <br />The City Engineer responded that every avenue had been <br />explored. <br /> <br />Mayor Harcus indicated that at one time the possibility <br />of vacating Third Avenue N.W. was discussed in conjunc- <br />tion with the proposed downtown development. <br /> <br />Councilmemher Janecek indicated she felt there was no <br />harm in closing the street on a trial basis. <br /> <br />Motion by Janecek, seconded by Blomquist to allow St. <br />John the Baptist School to barricade Third Avenue N.W. <br />from 12:00 - 2:00 p.m. for the six weeks remaining in <br />the school year, and to re-evaluate the situation before <br />the beginning of the next school year. <br /> <br />Councilmernber Benke expressed concern that the children <br />could become dependent on the barricades and that the <br />City will not have time to monitor the situation. He <br />further stated that the parents would have to report back <br />
