<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />July 12, 1983 <br />Page Five <br /> <br />The City Engineer responded that there is sufficient <br />parking in the area and there wouldn't be as much <br />pedestrian traffic as when there was a school there. <br /> <br />Motion by Blomquist, seconded by Schmidt to recommend <br />that Ramsey County retain the no-parking signs on <br />Cleveland Avenue near County Road E, the sign to be <br />properly authorized so they are legally enforceable. <br /> <br />To recommend that Ramsey County conduct traffic counts at <br />the intersection of 8th Avenue and 7th Street N.W. and <br />remove the North/South stop signs on 8th Street if <br />the warrants for all-way stop signs are not met. <br /> <br />4 Ayes - 1 Nay(Benke) - motion carried <br /> <br />Mr. James Casserly of O'Connor & Hannan, and Mr. <br />Wayne Burgraff of Evenson-Dodge were present <br />to answer questions. <br /> <br />Motion by Blomquist, seconded by Schmidt to <br />authorize the Acting City Manager and Mayor <br />to execute the letter of agreement between <br />Winfield Development, Inc. and the City of <br />New Brighton. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />Motion by Schmidt, seconded by Janecek to adopt <br />the RESOLUTION AWARDING THE SALE OF $1,400,000 <br />GENERAL OBLIGATION TAX INCREMENT BONDS OF 1983, <br />SERIES A; FIXING THEIR FORM AND SPECIFICATIONS; <br />DIRECTING THEIR EXECUTION AND DELIVERY; AND <br />PROVIDING FOR THEIR PAYMENT <br /> <br />5 Ayes - 0 Nayes - motion carried <br />(Mayor Harcus stated for the record that he <br />is a stockholder in the company being awarded <br />the bid.) <br /> <br />The Finance Director reviewed the staff report <br />regarding the resolution accepting the 1982 <br />Annual Financial & Management Reports. <br /> <br />Motion by Blomquist, seconded by Schmidt to <br />set date of July 21, 1983 as a council work- <br />session to discuss the 1982 Financial and Manage- <br />ment Reports, to begin at 7:00 p.m. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />Motion by Blomquist, seconded by Harcus to <br />adopt a RESOLUTION ACCEPTING THE 1982 FINANCIAL <br />REPORT AND AUTHORIZING THE INTERFUND AUDIT ADJUSTMENTS. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />Award of Sale of <br />1.4 Million DollaI <br />G.O.
