<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />August 16, 1983 <br />Page Eight <br /> <br />Councilmember Schmidt stated that if we would be able <br />to proceed now there would be some real cost savings, <br />but we cannot proceed without the consent of the public. <br /> <br />Councilmember Benke stated if the City rushed into <br />cost incurring activities we would be telling the voters <br />we will go ahead with the improvements even if they <br />didn't approve it. <br /> <br />Mayor Haucus questioned why it was necessary to bond <br />when the City had excessive reserves of $480,000. <br /> <br />The Finance Director stated that the City could not <br />expect growth in the future of the reserve fund, and that <br />borrowing costs are very favorable. <br /> <br />Councilmember Benke stated that this will give the <br />a chance to vote on a major project. <br /> <br />RESOLUTION #83- <br />104 <br />ISSUANCE OF G.O. <br />BONDS <br />voters <br /> <br />Councilmember Schmidt stated that conservative action <br />is the history of New Brighton and that experts have <br />told us to use bonds and not reserves. <br /> <br />Motion by Janecek, seconded by Schmidt to waive the <br />reading and adopt a RESOLUTION DETERMINING THE NEED FOR <br />THE ISSUANCE OF GENERAL OBLIGATION BONDS AND CALLING <br />FOR AN ELECTION THEREON <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />The Director of Community Development reviewed <br />the staff report regarding development proposals. <br /> <br />Development Propos- <br />als - Report #83- <br />217 <br /> <br />Councilmember Benke questioned what progress <br />has been made in working with the Chamber of <br />Commerce to promote the City? <br /> <br />Carol Bartel, from the North Suburban Area <br />Chamber of Commerce, was present. She stated <br />the Chamber will be producing a booklet and <br />literature regarding the City. The booklet <br />will be first. She also stated that a <br />Cadillac Dinner was being held and some of the <br />funds would be used for this booklet. <br /> <br />The Director of Community Development stated the <br />key to future development would be the economy, <br />and that the City should try to resolve as much as <br />they can and try to accommodate the developers and <br />move forward as quickly as possible. <br /> <br />Mayor Harcus stated that the City must market New <br />Brighton actively. <br />
