<br />1 <br /> <br />I <br /> <br />1 <br /> <br />City of New Brighton <br />September 27, 1983 <br />Page Eight <br /> <br />draft a letter indicating what the prior zoning was and the <br />present zoning and that the proposed development may not <br />be consistent with the Comprehensive Plan and that the <br />matter is in the hands of the City Attorney. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />The Finance Director reviewed the staff report and <br />updated information regarding the 1984 Budget. <br /> <br />Councilmember Schmidt stated that if the Council <br />was to accept the budget, the City's mill rate <br />would increase, but the school district mill rate <br />will be decreasing by three mills. <br /> <br />Councilmember Blomquist stated the leasing/purchasing <br />of computers should be examined and that by leasing <br />the cost would be spread out over a long period of time <br />and would be a sound business practice. <br /> <br />Police Chief John Kelley stated that to lease would <br />add an additional cost of $18,000 to the cost of the <br />computer; $68,000 versus $50,000 or about 12%. <br /> <br />Councilmember Janecek stated money should be left in <br />the budget for the computer and leave the City's options <br />open. <br /> <br />Councilmember Blomquist responded if the computer was <br />left in the budget for 1984 it would necessitate an <br />increase in the City's mill rate. <br /> <br />Councilmember Schmidt stated he would support staff <br />doing further research in terms of establishing some kind <br />of policy for lease/purchase of equipment. He further <br />stated he felt comfortable with the cuts the City had <br />already made in the budget and didn't feel a lease/purchase <br />decision on the computer should be made that evening. <br /> <br />Councilmember Benke stated that the City did levy last <br />year for the computer which will be carried over this year. <br />He futher stated that $18,000 additional over the life <br />of the lease would add to the cost of the computer. He <br />did not feel the City should lower the mill rate and thus <br />add to the overall cost of the computer. <br /> <br />Councilmember Blomquist stated he felt it made sense to <br />amortize a purchase of this size over a period of years. <br /> <br />Motion by Blomquist, seconded by Benke to amend the budget <br />to reduce the allocation for the purchase of the computer <br />an amount to amortized over a five year period of time. <br /> <br />RESOLUTION # <br />83-l16 <br />APPROVING 1984 <br />BUDGET <br />Report #83-259 <br />
