<br />I <br /> <br />City of New Brighton <br />october 11, 1983 <br />Page Two <br /> <br />Mr. Wood stated that a decision would not be made <br />on this project until the last quarter of 1984. <br /> <br />Councilmember Benke questioned whether the decision <br />to build was cast in concrete at this point, and <br />how open the board was to a no-build decision. <br /> <br />Mr. Wood replied that no decision had been made to <br />build or not to build, but sequential decisions had <br />to be made along the way. He further stated that <br />a facility would not be built if there is a competition <br />for waste; if there were enough private facilities <br />this would not be built. <br /> <br />Councilmember Benke stated he felt a preference <br />for private ownership of a facility of this type. <br /> <br />I <br /> <br />Mr. Wood responded that a stable market for the energy <br />produced by this facility would first have to be <br />demonstrated and that a firm being looked at at this <br />point was willing to sign a twenty-five year commitment. <br /> <br />Counci~member'Schmidt stated that depreciation and tax <br />exempt status induces private ownership.
