<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />December 14. 1982 <br /> <br />In summary. I request the Council to adopt the resolution I have <br />prepared which asks the Metropolitan Council to modify the plan <br />by allocating the funds planned for additional land acquisition <br />to the City for full reimbursement. Upon Metropolitan Council approval, <br />the resolution directs the Mayor/Manager to execute the documents to <br />transfer the land." <br /> <br />Councilmember Janecek stated that she felt it was erroneous to believe <br />that the Nayor was in the minority in trying to get the maximum reim- <br />bursement possible from the Metropolitan Council. Councilmember Janecek <br />also stated that she felt staff had negotiated the best possible deal <br />for the City and that she felt it was appropriate to move on this project. <br /> <br />Councilmember 8lomquist stated that he felt the City had come a long way <br />in arriving at this position. Councilmember Blomquist stated that the City <br />had followed a very thorough and complete process and analysis and that he <br />felt the solution and compromise before the City was reasonable and the <br />best attainable and should be approved. Councilmember Blomquist stated <br />that in the early portion of this discussion in mid-1970's there was no <br />discussion of the City receiVing funds for the park land. Councilmember <br />Blomquist further stated that as a result of this the present proposal <br />is a considerable benefit to the City. <br /> <br />Councilmember Schmidt stated that he wished to commend the Park staff <br />and Park Board for their effort in making this project a reality and <br />that he felt this was the best deal possible for the City. <br /> <br />Councilmember Benke stated that there were two decisions regarding this <br />action, the first being should the City sell the land to the County, <br />and secondly, what should the price be? Councilmember Benke stated <br />that sale of the property to the County will provide for the development <br />of the park that the City could probably not otherwise fund. Council- <br />member Benke stated that all the arguments presented led him to <br />conclude that the best course of action would be for the City to transfer <br />the park to the County. Councilmember Benke stated that as for what <br />the cost should be, he agreed with the Mayor that we should get as much <br />as Possible, but that the probability of obtaining the maximum amount <br />was very small and the risks of losing the negotiated compromise very <br />high and therefore, felt the City should proceed. <br /> <br />Vote on Motion. <br />S ayes - 0 nayes - motion carried <br /> <br />Motion by Blomquist, seconded by Schmidt to authorize the Mayor <br />and t1anager to execute the Joint Powers Agreement relating to es- <br />tablishment of the long lake Regional Park Volunteer Advisory Committee. <br />5 ayes - 0 nayes - motion carried <br /> <br />Joint Powers <br />Agreement <br />Regional Park <br />Advi sory Board <br />Report #82-302 <br /> <br />Summer School <br />Recreation <br />Program Report <br />No. 82-303 <br /> <br />Motion by Janecek, seconded by Benke to direct staff to prepare <br />a cooperative summer school program with School District #621. <br />5 ayes - 0 nayes - motion carried <br /> <br />b <br />
