<br />!any person, except the Health Authority. The posting of the inspection report upon the inside wall <br />,of the food establishment shall constitute service of an official notification of the inspection by the <br />Health Authority. The Health Authority may in lieu of posting such report, deliver it to the licensee <br />:or the licensee's authorized agent in person or by mail. A copy of the inspection report shall be filed <br />,:with the records of the City. <br /> <br />,1(3) Access to Premises and Records. The person operating the food establishment shall, upon <br />i ,request of the Health Authority and after proper identification, permit access to all parts of the <br />iestablishment at any reasonable time for the purpose of inspection and shall exhibit and allow <br />: lcopying of any records necessary to ascertain sources of foods. No persons shall interfere with or <br />; ihinder the Health Authority in the performance of the Health Authority's duties, or refuse to permit <br />: :the Health Authority to make such inspections. <br /> <br />'(4) Removal and Correction of Violations. After receiving or having posted a report giving <br />. inotification of one or more violations of this ordinance, a licensee shall correct each violation in a <br />. ireasonable length of time as determined by the Health Authority. The length of time for the <br />icorrection of each such violation shall be noted on the inspection report. The failure to correct each <br />;such violation within the time period noted on the inspection report shall constitute a separate <br />: :violation of this ordinance. <br /> <br />. Sec. 10~8. Construction Plan Review Required. <br />, A person shall not begin to construct, remodel, or alter a food establishment until the Health <br />Authority has reviewed and approved the plans and specifications required by this Section. Two <br />complete sets of plans and specifications for such construction, remodeling or alteration shall show <br />the layout; arrangement; mechanical, plumbing or electrical specifications; construction materials <br />;of work areas; and location, size and type of equipment and facilities, and shall be filed by its owner <br />:in the office ofthe Health Authority. A building permit for a food establishment or remodeling or <br />: ;alteration permit for such establishment shall not be issued until such plans have the approval of the <br />: iHealth Authority. The food establishment shall be constructed and finished in conformance with the <br />,approved plans. The Health Authority shall inspect the food establishments as frequently as the <br />Health Authority may deem necessary during construction to ensure that construction occurs in <br />.conformance with this Chapter. The Health Authority shall conduct a final inspection prior to the <br />: 'start of operations and issuance of an approved license. <br /> <br />ISec. 10~9. Housekeeping. <br />All parts of the food establishment and its premises shall be kept neat, clean and free of litter and <br />: ,refuse. Cleaning operations shall be conducted in such a manner as to minimize contamination of <br />; .food and food contact surfaces. The traffic of unnecessary persons through the food preparation and <br />, iutensil washing areas is prohibited. <br />, <br /> <br />. Sec. 10wl0. Grounds for Emergency Closure. <br />'The Health Authority may issue orders to summarily close any food establishment for any of the <br />; :following reasons: <br /> <br />: :(1) Failure to possess a license required by this Chapter; <br /> <br />(2) Evidence of a sewage backup in a food preparation, food storage, or utensil washing area; <br /> <br />'(3) Lack of potable, hot or cold water under pressure to the extent that hand washing, utensil <br />iwashing, food preparation, or toilet facilities are not operational; <br /> <br />: (4) Lack of electricity or gas service to the extent that hand washing, utensil washing, food <br />I ipreparation, lighting, or toilet facilities are not operational; <br />
