General Conditions <br /> <br />i; Sec. 21-1. Intention. <br /> <br />, , <br />I <br /> <br />: The provisions in this Chapter are unilaterally created and implemented by the City and are <br />.' intended to serve only as guides for employment. The policies are not contract terms or <br />I conditions of employment and shall not be regarded as or construed as contractual provisions. <br /> <br />. As guides, the provisions may be changed at any time at the sole discretion of the City. The <br />;. provisions shall not be interpreted as creating anything other than an at-will employment setting <br />; wherein the employee may terminate employment at any time for any reason and the City may <br />: terminate the employee at any time for any reason. <br /> <br />Sec. 21-1.1. Purpose. <br /> <br />The purpose of this Chapter is to: <br /> <br />(1) Establish unifornl and equitable policies governing the relationship between employees and <br />the City. <br /> <br />(2) Define the rights and responsibilities of the City and its employees. <br /> <br />'. (3) Give fair and equal opportunity to all qualified persons to be employed by the City on the <br />" basis of merit and fitness. <br /> <br />(4) Aid and guide in the administration of a comprehensive personnel system. ( <br /> <br />Sec. 21-1.2. Previously Accrued Benefits. <br /> <br />All employees who had accrued sick leave and vacation prior to July 22, 1986 shall maintain all <br />benefits accrued prior to that date. All employees shall be subject to the provisions of this <br />Chapter as of July 22, 1986. <br />
