; Sec. 21-54.1. Eligible Employees. : (1) Regular and probationary regular employees are eligible for the benefits listed in Sections . 21-54.2 through 21-68. These benefits are offered to employees at the time of the passage of , this Chapter. These benefits may be changed, amended, clarified, altered, or rescinded by the City at any time. (2) Effective January 1,2000, regular part-time employees are eligible for the benefits listed in Sections 21-54.2,21-56, and 21-64-67. Regular part-time employees shall be credited with years of service in an eligible position to determine their accrual rate. Sec. 21-54.2. Holidays. (1) The following holidays will be observed as paid holidays: A. New Year's Day, January 1. B. Martin Luther King Day, the third Monday in January. C. President's Day, the third Monday in February. D. Memorial Day, the last Monday in May. E. Independence Day, July 4. F. Labor Day, the first Monday in September. G. Veterans Day, November 11. H. Thanksgiving Day, the fourth Thursday in November. I. The day following Thanksgiving Day. J. The afternoon prior to Christmas Day (half day). K. Christmas Day, December 25. L. Floating Holidays (1 Yz day non union). (2) Whenever any of these holidays falls on a Saturday, the preceding day shall be observed as a holiday. Whenever any of these holidays falls on a Sunday, the following day shall be observed as a holiday. (3) At the discretion of the City Manager, employees who are required to be on duty on a , holiday shall be given either the following day as a holiday, or given an additional day of : vacation leave. (4) The holiday schedule specified in this Section shall be based on an eight hour day. , (5) If an employee is on paid leave, then the employee receives the paid holiday instead of using accrued leave for that day. (5) Regular part-time employees shall receive holiday pay ifthe holiday falls within their regular schedule. If a regular part-time employee is not scheduled and does not work on a City holiday, then they receive 4 hours pay at their regular wage. If a regular part-time employee is scheduled and works on a City approved holiday, then they will be paid regular wages for the hours worked and receive 4 hours floating holiday time. The regular part-time employee that substitutes for the scheduled employee will be paid regular wages for the hours worked, but will not receive 4 hours floating holiday time because the holiday does not fall on the employee's regular scheduled work day. (6) Floating Holidays (Effective 1/1/04). On January 1, employees are provided 1 Yz floating holiday days. This is separately accrued from vacation and sick leave. Employees can use their
