<br />, ' <br />, ' <br /> <br />I' Sec. 21-7. Anti-Nepotism. <br /> <br />(1) The following definitions shall apply in this Section: <br /> <br />: i <br /> <br />A. Family. Mother, father, sister, brother, spouse, son, daughter, step son, step daughter, <br />or grandparent of the employee or spouse. This definition will apply to this Section only. <br />B. Spouse. Those people living together, married or unmarried, in an espoused <br />relationship which is defined as two people living together, sharing bed and board, siring <br />children, sharing financial, recreational and social activities together without benefit of a <br />marriage license or marriage ceremony. <br /> <br />(2) Members of the family will not be considered for employment at the same location or in the <br />same Department if such employment would put the two in a supervisory/subordinate capacity <br />or if one of the individuals is in a position having access to confidential material. Employment <br />of other close relatives is discouraged. <br /> <br />(3) Persons employed prior to March 10, 1981, who are presently working in the same <br />Department from the same family, will be exempted from this policy. The following policy <br />shall apply in such circumstances: <br />A. Members of a family within the same Department may not have a direct reporting <br />relationship with another member of their family. <br />B. Members of a family may not be in the position of approving either the time card or the <br />salary of another member of their family. <br />C. Time cards and employee scheduling for members of a family within the same <br />Department shall be subject to approval by the City Manager. <br />D. The City Manager shall be responsible for monitoring these situations to ensure that <br />there are no violations or problems created. <br /> <br />(4) If two people at the same location become related during the course of their employment and <br />:. are in a supervisory/subordinate relationship, or one of the employees is in a position having <br />access to confidential material, then one person must transfer departments or location if a <br />position for which they are qualified is available. If no position is available, one employee must <br />either voluntarily quit or be tenninated within thirty days of the date in which they became <br />related. The choice regarding which employee shall leave shall be made by the employees <br />themselves. <br /> <br />Sec. 21-8. Affinnative Action Policy. <br /> <br />The City Council desires that every person be given full and equal opportunities for <br />employment, training, and promotion. In addition, the City Council has resolved that no <br />individual shall be discriminated against with respect to compensation, terms, conditions, or <br />other privileges of employment because of race, color, creed, religion, sex, marital status, <br />national origin, disability, age, political affiliation, or status with regard to public assistance. <br /> <br />Whereas affirmative action is the policy and goal of the City, this provision is not to be <br />construed as imposing more or different requirements on the City than those imposed by laws <br />on discrimination. <br />
