<br />DIVISION 7. PUBLIC SAFETY COMMISSION <br /> <br />Sec. 2-130. Establishment. <br /> <br />A public safety commission is hereby established. <br /> <br />Sec. 2-131. Purpose. <br /> <br />. . <br /> <br />The purpose of this commission is to advise the council on matters that relate to the goals, <br />policies, and operations of public safety functions, human rights issues and fulfills the <br />responsibilities and obligations of a police civil serve commission, pursuant to the terms and <br />provisions of MN Laws 1929, Ch. 299 (MN Statutes, Chapter 419 et seq., as amended). <br /> <br />Sec. 2~ 132. Duties, responsibilities. <br /> <br />The duties and responsibilities of this commission shall be: <br /> <br />(a) Assist the Police and Fire Departments in assessing community attitudes towards and <br />identifying concerns about public safety services. <br />(b) Assist the Police and Fire Departments in developing long range strategic plans. <br />(c) Assist the Police and Fire Departments in developing and monitoring achievement of <br />performance measures which measure progress towards strategic plan goals and <br />objectives. <br />(d) Perform other duties and functions or conduct studies and investigations as directed by <br />council. <br /> <br />Sec. 2-133. Additional duties: Police Civil Service Commission. <br /> <br />Three members of the commission will be appointed to assume the duties and responsibilities <br />of a police civil service commission, created by uncodified ordinance no. 402, pursuant to <br />the terms and provisions of MN Laws 1929, Ch. 299 (MN Statutes, Chapter 419 et seq., as <br />amended) including control and supervision over the employment, promotion, discharge, and <br />suspension of all police officers. <br /> <br />Sec. 2- I 34. Additional duties: human rights. <br /> <br />Two to three members of the commission will be appointed to assume the duties and <br />responsibilities necessary to oversee human rights issues in the city: <br /> <br />(a) Participate in regional human rights organizations and endeavors on behalf of New <br />Brighton; particularly the MN League of Human Rights Commission. <br /> <br />(b) Monitor and advise the council on its departments's efforts to create equal opportunity <br />and eliminate discrimination. <br /> <br />CLL80560 <br />NE136-98 <br />
